On September 4, 2024, I, Melissa Joyner from the Fayetteville Regional Office of the Division of Energy,
Mineral and Land Resources (DEMLR), conducted a Compliance Evaluation Inspection at the Creekwood
Farms facility located on Creekwood Road, in Cumberland County, North Carolina. The purpose of the
inspection was to ensure compliance with State Stormwater Management Permit SW6180402 that was
issued on May 22, 2018. A copy of the Compliance Inspection Report is enclosed for your review. As a
result of the inspection, it has been determined that the facility is Compliant with the conditions of the
subject permit and approved plans.

Inspection Summary:
A Complaint was received about flooding occurring in the Creekwood Farms subdivision. NCDEQ does not have
jurisdiction over flooding conditions in a neighborhood but in response to the complaint a Post Construction
stormwater inspection was done of the ditches, outfalls and invert/outlet protection to determine that these
measures were installed per the approved specifications. There was no alteration of the drainage in the 3:1
sloped swales/ditches. The swale sideslopes at the entrance to the subdivision needed additional permanent
groundcover. Continue to work on establishing groundcover in this location. The facility is in compliance with the
conditions of State Stormwater Management Permit SW6180402.
