This permit shall be effective from the date of issuance until rescinded, and shall be subject to the conditions and limitations as specified therein. If any parts, requirements, or limitations contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing before a hearing officer upon written demand to the Director within thirty (30) days following receipt of this permit, identifying the specific issues to be contended. Lee Fleming, Jr. Fayetteville Regional Supervisor ✓ Fayetteville Regional Office Manager NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION DEPARTMENT OF NATURAL RESOURCES AND COMMUNITY DEVELOPMENT RALEIGH P E R M I T For the Discharge of Sewage, Industrial Wastes, or Other Wastes In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended,and other applicable Laws, Rules, and Regulations PERMISSION IS HEREBY GRANTED TO Town of Ellerbe Richmond County FOR THE construction and operation of approximately 1340 lineal feet of 3-inch force main and a 45 GPM pump station with dual pumps and high water alarm to serve the Heck Avenue area, and the discharge of collected domestic waste- water into the Town of Ellerbe's existing sewerage system, pursuant to the application received October 2, 1981, and in conformity with the project plans, specifications, and other supporting data, subsequently filed and approved by the Department of Natural Resources and Community Development and considered a part of this Permit. This Permit shall be effective from the date of issuance until rescinded, and shall be subject to the following specified conditions and limitations: 1. This Permit shall become voidable unless the facilities are constructed in accordance with the approved plans, specifications and other supporting data. 2. This Permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. WASTEWATER TREATMENT PLANT TO RECEIVE PROPOSED WASTE: Ellerbe Wastewater Treatment Lagoon 2. DESIGN CAPACITY: 0.09 MGD 3. AVERAGE MONTHLY FLOW: *.05 MGD 4. The existing NPDES Permit (NC0021784) for the Town of Ellerbe Wastewater Treatment Plant is in effect until December 31, 1982. W. Lee Fleming Page 2 9. OTHER PERTINENT INFORMATION: The Town of Ellerbe operates a Class I plant that has a design flow of .09 mgd. The plant's current average flow is approximately .053 mgd. Although this plant produces a good quality effluent, it has not been able to meet the final effluent limitations contained in its NPDES permit. The discharge from the Ellerbe Wastewater Treatment Plant is to Tom's Branch, a Class "V stream in the Yadkin -Pee Dee River Basin. The 7Q10 of this stream at the point of discharge is 0.05 cfs. The need for additional housing and normal growth for Ellerbe was necessary, therefore, the Town requested a Special Order by Consent from the Environmental Management Commission to allow the town to provide sewer service for a 50 unit apartment complex and approximately 77 existing single family dwellings that are experiencing septic tank failure. In order to determine the effect that allowing the requested additional wastewater flow into the Ellerbe system might have on the receiving stream, an In -Stream Assessment was conducted by our Technical Services Branch. This assessment was based on allowing the discharge to be increased by the addition of 35,000 gpd, while assuming a BOD of 40 mg/l and a NH of 15 mg/l. The assessment concluded that the additional flows will3have no detrimental effect above the effluent caused by the plant's present loading. The Commission approved and accepted the Town's Special Order by Consent request on June 11, 1981 and this Special Order by Consent will expire July 1, 1983. The 10,000 gpd additional flow of domestic waste is from the construction of a 45 gpm pump station and approximately 900 l.f. of 3 inch force main. The subject permit application is for a portion (10,000 gallons) of the 35,000 gpd additional flow approved in the Town of Ellerbe's Special Order by Consent. The 10,000 GPD flow will come directly from the 50 unit apartment complex and the remaining 25,000 GPD will come from approximately 77 single family dwellings once the appropriate connector lines are constructed. Originally, the pump station was designed for a 30 gpm pump, however, according to Evan Manier, of Moore Gardner and Associates, this was revised to a 45 gpm pump station. W. Lee Fleming Page 3 10.
