Tier 1 Investigation
SW Outfall #2 - Toluene Exceedance
Stormwater Management Inspection:
The analytical results from the Semi-Annual SW Sampling Event on September 16 -17 yielded a
Toluene (Code 34010) value of 0.524 mg/L which is above the permit's Table 1 benchmark of
0.055 mg/L.
As required with any benchmark exceedance, the facility's personnel conducted a SW Inspection
focused on potential contamination sources in the area that would have contributed to the
exceedance. Although the investigation did not yield any definitive source of the contamination,
there were two focus areas that could have potentially contributed to the toluene benchmark
exceedance. Both areas in question contain toluene and both were impacted by the floodwaters
of the August water tank rupture event.
1. The rush of water during the event damaged a nearby hazardous waste drum and associated
clamshell (secondary containment). Although the damage was minor and there was no
evidence of any significant release,this drum does contain a small percentage of toluene.
2. Water also flooded the facility's Toluene Separator area before receding back to the outfall
area. Again,there is no evidence of any Toluene being exposed to the floodwaters but there
is Toluene usage in the area.
Conclusion•
Two areas of focus were identified during this investigation. Although there is no evidence of
Toluene exposure, there was Toluene in both areas at the time of the water tank rupture and
both areas were impacted by the rush of waters. Furthermore, had toluene been released during
the event of August 30t", it is our belief that all traces of the toluene would have been long
evaporated prior to the September 16-17 Semi-Annual SW Sampling Event.
Because the inspection/investigation did not determine any definitive assignable cause for the
yielded toluene results, no course of action has been taken at this time.
