The purpose of the inspection was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0028785 and to inspect prior to re-issuance of the permit. Present during the inspection was a contract operator Sheila Covington (BORC) as well as Bryan Lievre and Kaitlyn Hudson with NCDEQ. Permit WQ0028785 has been established for a 35,400 GPD wastewater treatment plant(i.e., Outfall 001)and a 20,160 GPD high-rate surface disposal system (i.e., Outfall 002)to serve residential units and a marina within a gated development. The WWTP includes an influent pump station, three septic tanks, four Envirofilter tanks, a NxClear unit (for denitrification and solids removal), an Amiad TAF-750 solids filter and UV disinfection system. The facility also has a subsurface disposal system which was permitted through Pender County Health Department and solely used for subsurface disposal of treated effluent. The subsurface disposal system was permitted for up to 15,240 gpd. The WWTP is equipped with a turbidity sensor which has been installed along with other components to automatically send partially treated WWTP effluent to the subsurface system in the event turbidity measurements reach or exceed the high-rate surface disposal system permitted daily limit of 10 mg/L. Activities performed by system staff since the last inspection of 6/27/2023 include the replacement/repair of the UV disinfection system as well as two 119 gallon bladder pressure tanks installed between the NxClear Unit and solids filter. The WWTP had an average flow of approximately 5,400 gpd in 2023. The flow typically varies throughout the calendar year with average flows as high as approximately 10,000 gpd during summer months and as low as under 1,000 gpd during wintel months. The facility is reportedly completely built out. Since the issuance of the last permit on 10/8/2019, the system has been issued Notices of Deficiencies for exceeding BOD (NOD-2020-LV-0109)and total nitrogen nitrate (NOD-2022-LV-0155)and a Notice of Violation for exceeding fecal coliform limits (NOV-2024-LV-0601). Although the system has also had other limit exceedances, violations were not considered appropriate as the system was either working with the regional office on repairs or did not apply the effluent in the drip system (i.e., it was sent to the subsurface disposal system). The system has also had periodic exceedances of total dissolved solids in monitoring wells MW-1, MW-2 and MW-3 during the same period as well as total nitrogen nitrate in monitoring well MW-4. No actions have been deemed necessary in regards to the groundwater violations,however staff in the regional office are monitoring these results and observing for trends. Mrs. Covington was knowledgeable of plant operations and was very helpful during the inspection. The facility is compliant with the non-discharge permit WQ0028785. The high level switches are connected to a telemetry system which notifies the operator of this condition. The wet well appeared to be in good condition with little amounts of floatable material present. Effluent from the influent pump station is sent through three septic tanks which are set up in series. Sludge levels are measured in the septic tanks and pumped out as needed by Lewis Farms. Flow is then automatically totaled at the end of each day for each zone. The system is also equipped with manual flow meters for the surface and subsurface disposal fields although these meters are no longer being utilized. Methanol is added to assist in the denitrification process. The filter cells are air scoured and backwashed with backwash water being sent to a mudwell which is then pumped back to the influent pump station. The system is also equipped with an autosampler which draws effluent water from the NxClear units and the sampler appeared to be in -good condition during the inspection. After leaving the NxClear system, effluent goes through two 119 gallon pressure tanks and then through a solids filter.
