Salisbury Street, Office 625Y Raleigh, NC 27604 DATE: September 30,2024 RE: Emerald Villas—Stormwater Submittal SW1240601 Brianna, Please see the following comment responses: Review Comments 09.02.24—Stormwater Engineer Please correct the following: General: 1 As designed, the proposed project will not meet all of the requirements for a high-density project upon completion. In order for a project to meet Runoff Treatment, the net increase in BUA must be captured and treated in one or more primary SCMs. Currently, there is BUA associated with this project that is not directed to a primary SCM. Response: Plans have been revised to ensure that all BUA is directed to a primary SCM. See sheet C511 for the revised post-development drainage area map. 2 This project appears to be located within 5 miles of Rutherford County Airport. It is recommended to use SCMs that do not promote standing water. Response: Noted. 3 Please provide the title information for Cathy Connors in the Application Section III, la. Response: Title information has been added. Supplement-EZ Form: 1. Cover Line 7-10— It is noted that there are no surface waters located on-site, however, please list the width of the required vegetated setback from surface waters. Response: Line 7 has been populated with the width of the required vegetated setback from surface waters. 2. Drainage Areas, Entire Site Column-This column should be an accounting of the project area, including what is not being directed to the SCM. This column should be equal to the project area listed in the Application Section IV,7. Response: Column has been updated to match the project area listed in the Application Section IV, 7. 3. Wet Pond, Line 36—Please overwrite to match plans. Response: Cell has been overwritten, now matches plans. Consistency: 1. The drainage area and BUA information provided for Drainage Area 1 of the Application and Supplement-EZ form need to match and need to correspond with the plans and calculations. It is recommended to call out this information on the plans for clearer verification. Bateman Civil Survey Company, PC Page 2 Response: All drainage area and BUA information information now match. BUA table has been added to sheet C600. Plans: 1. The information shown in the Application and Supplement-EZ form should be verifiable on the plans in the field without the use of a computer.You may wish to add a BUA table to the plans. Response: BUA table has been added to sheet C600. 2. SCM details must include dimensions, side slopes, and elevations with a benchmark for cleanout. Response: SCM detail with dimensions, side slopes and benchmark for cleanout is shown on C601. Wet Pond MDC: 1. The forebay entrance shall be deeper than the exit. Response: Grading has been revised to make entrance deeper than the exit. See sheet C600. 2. The design volume of a wet pond is the volume that can be stored above the permanent pool surface and below the lowest bypass invert. It appears the wetpond drawdown device detail that the lowest bypass is at elevation 1038. This would result in a smaller design volume and a lower temporary pool than what is currently shown in the package. Response: The water quality elevation is 1037.41, which is below the weir at 1038. Therefore, water quality is met. General MDCs: 1 Ensure the maintenance access easement in the main set of plans meet the applicable requirements outlines in the MDC.
