HomeMy WebLinkAboutNCG580000 Technical Bulletin 2024Technical Bulletins For General Permit NCG580000 NOR7H YHCARAFOLINA Envlranme WQUONIY NORTH CAROLINA DIVISION OF WATER RESOURCES Revised April 2, 2024 Coverage Under This Permit This general permit covers de minimus discharge of reclaimed water from a conjunctive use reclaimed water system by users of reclaimed water. Covered discharges are limited to: Discharges from reclaimed water storage ponds resulting from rainfall or other storm events. Overspray or runoff of reclaimed water, provided that the volume is <10% of the total volume of reclaimed water use, or 5,000 gallons per day, whichever is less. Changes from Previous General Permit • No significant changes have been made from the previous general permit. NPDES Permitting Program's Obiectives: 1. To reduce pollutant loads entering waters of the state; 2. To educate the permitted community about stormwater and wastewater pollutants; 3. To encourage Best Management Practices (BMPs) to minimize pollutants in stormwater and wastewater discharges, and 4. To assess waste -discharge contributions; to prioritize problem areas using analytical data. Key Permit Requirements • A protective vegetative cover, or equivalent, shall be established and maintained on all earthen embankments, berms, pipe runs, erosion control areas, and surface water diversions and conveyances associated with reclaimed water storage pond outlets to minimize erosion resulting from reclaimed water discharges [Part I, Section C.]. • The Permittee must maintain compliance with all applicable rules contained in 15A NCAC Subchapter 02U — Reclaimed Water [Part I, Section C.]. • The Permittee shall visually inspect sprinkler/spray heads to ensure they cause no direct discharge to waters of the state [Part I, Section C.]. • No addition of reclaimed water to storage ponds may occur during, or immediately preceding, rainfall events [Part I, Section C.]. • Permittee shall satisfy parameter monitoring and effluent sampling requirements [Part I, Section D]. • Proper operation and maintenance of the system to achieve compliance with the conditions of the permit [Part II, Section C. (1)]. • The Permittee shall give notice to the Division of any planned physical system alterations or additions that could significantly increase the quantity of pollutants discharged or introduce any new pollutant to the discharge [Part II, Section E]. • The Permittee must report any/all noncompliance that potentially threatens public health or the environment to the Division within 24 hours from the time he/she becomes first aware of the limit exceedence [Part II, Section E. (4)]. Frequently Asked Ouestions 1) Do I need to submit the monitoring results to the Division? At this time, the submission of monitoring reports for this permit is not required. There are no standardized Discharge Monitoring Reports (DMRs) associated with this permit. Submittal of monthly Discharge Monitoring Reports (DMRs) shall not be required except upon demand by the Division. Even though the submittal of the monthly monitoring reports to the Division is suspended, all monitoring requirements remain. The data will be maintained on site for a period of three years. However, as per Part II, E.6, violations of any permit limitation must be reported within 24 hours from the time the permittee becomes aware of the circumstances. 2) Do I need to employ a Certified Wastewater Treatment Plant Operator? Not at this time. The Division's Technical Assistance and Certification Unit does not currently require a certified operator for these facilities. The requirement remains in the permit at this time with clarification, in the event that classification is assigned at a future time. 3) Where do I find my stream classification? The stream classifications, i.e. water supply WS-IV, C, Tr, etc., can usually be found in the Certificate of Coverage. If you are unsure of your stream classification, you can contact the NPDES Program. 4) Do I need to use a North Carolina -certified lab to analyze samples? Yes, a North Carolina certified lab must be used to perform analytical monitoring. A list of certified labs is available from the Division. 5) What if I sell my business or the name of my business changes? The Division views changes of name or ownership as a minor permit modification and requires the Director's approval. Name and ownership changes require you to complete a Name/Ownership Change Form. The forms are available by contacting the DWR Water Quality Permitting Section or via the website (see Contact Information below). 6) How do I apply for coverage or rescind coverage under this General Permit? This General Permit expires on July 31, 2028. New applicants must submit a completed NOI and applicable permit fees. If an existing permittee no longer requires coverage under this General Permit, the permittee will need to request rescission of permit coverage from the NPDES Unit by letter request.
