(4.) has been updated regarding electronic submission of effluent data. Federal regulations require electronic submittal of all discharge monitoring reports (DMRs). • Facility owner has been updated throughout the permit. • Section A. (2.) regarding flow measurement has been added and the corresponding footnote 2 in Section A. (L) has been updated. Fact Sheet for Permit Renewal September 2024 - NPDES Permit NCO089736 - Page 1 • Whole Effluent Toxicity (WET) - In accordance with new Permitting Guidance statewide, WET testing may not be permitted less frequently than Quarterly. Therefore, Quarterly monitoring has been restored to this permit [see Section A. (L) and A. (3.)]. • Turbidity monitoring has been removed from Section A. (L) as the receiving stream is not impaired for this parameter. • The Monthly Average for Total Suspended Solids (TSS) has been added to Section A. (L). Review of this facility's TSS data from the previous permit cycle suggests that this facility can meet this new limit without a compliance schedule. • Facility map has been updated. COMPLIANCE HISTORY No compliance concerns in the last permit cycle. WHOLE EFFLUENT TOXICITY (WET) TESTING The permittee shall conduct quarterly acute toxicity tests using protocols defined as definitive in E.P.A. Document EPA/600/4-90/027 entitled "Methods for Measuring the Acute Toxicity of Effluents to Freshwater and Marine Organisms." The monitoring shall be performed as a Fathead Minnow (Pimephales promelas) 24-hour static test. Effluent samples for self -monitoring purposes must be obtained below all waste treatment. The tests will be performed on a discharge event during each quarter (January -March, April -June, July -September, October -December). NOTE: Previous relaxed annual monitoring shall no longer be sufficient. New Guidance outlines NC WET testing minimum frequency is quarterly statewide. Facility has not failed any WET tests in the last permit cycle. REASONABLE POTENTIAL ANALYSIS (RPA) RPA based on data from last 4.5 years (2/2020-8/2024) • Toluene: RP, added limits, monitoring increased to monthly. Considering that the following fuel -related hydrocarbons remain parameters of concern, and that discharges are relatively infrequent, monitoring shall continue 1/Month but without permit limits [NCAC 2B .0505]. If no discharge occurs during a given monitoring period, the Permittee shall report "no discharge" on the eDMR: • Benzene: No RP, monitor and report. • Xylene, Mixture: No RP, monitor and report. • Ethylbenzene: No RP, monitor and report. • Naphthalene: No RP, monitor and report. • MTBE: No RP, monitor and report.
