On September 23, 2024, a site inspection was conducted for the Laurinburg-Maxton Airport Commission
facility located at 16701 Airport Road, Maxton, Scotland County, North Carolina. A copy of the Compliance
Inspection Report is enclosed for your review. Marcuss Baker, Operations Manager and Mickey Oxendine,
Water & Wastewater Superintendent were present during the inspection and their time and assistance is
greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES
Stormwater General Permit NCG150000 under Certificate of Coverage NCG150013. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as Shoe Heel Creek
(Big Shoe Heel Creek)(Maxton Pond), class C;Sw waters in the Lumber River Basin.
As a result of the inspection,the facility was found to not be compliant with the conditions of the NCG150000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
Melissa Joyner met with Marcuss Baker, Operations Manager and Mickey Oxendine,Water&Wastewater Superintendent.
There has been a recent change in personnel management.Stormwater Delegation of Signature Authority(DOSA)and
Permit Contact Update Request forms will need to be completed and submitted which are reflective of these changes. After
these forms are submitted for Analytical Monitoring, you will need to register for Electronic Discharge Monitoring Report
Form submittal (e-DMR). The Stormwater Pollution Prevention Plan (SWPPP)was reviewed. The following observations wen
made.:
There was no required annual, dated/signed acknowledgment of the review of the SWPPP.There was no General Location
(USGS) map available for review. The Site Map should include: the latitudes/longitudes of Outfalls 1-5 and locations of the
stormwater control measures (e.g. ditches, swales, outlet protection, etc.). In the Spill Prevention and Response Procedures
(SPRP), include in General Permit NCG150000 (on pages 5 and 6), items b-f,including information about the Tenants.
There should also be an annual signed certification that the outfalls have been checked for the presence of non-stormwater.
In regards to the stormwater facility inspections, the table header("Semi-Annual Site Inspections") needs to be modified as
these inspections are now required to occur on a quarterly basis for all outfalls and stormwater control measures.
Documentation of these inspections needs to be included in the SWPPP.Required Annual Training was only documented
for 9/2024. The table of Aboveground Storage Tanks(AST)will need to be modified upon the completed installation of the
future ASTs. The Site Map will also need to updated with this information. Solvents are not stored at the airport. There needs
to be a signed/dated certification statement about this included in the SWPPP.If in the future Tenant(s)do obtain solvents,
the SWPPP must be updated accordingly. The Analytical and Qualitative monitoring records were reviewed. There was one
Discharge Monitoring Report dated 7/24/2024 noted. Both pH and Conductivity must be tested with calibrated meters within
15 minutes of collection of the water sample. One outfall associated with industrial activity is actually being monitored.
Quarterly monitoring is required for the Analytical and Qualitative monitoring.The facility grounds were inspected with no
issues noted.
The facility is not in compliance for not implementing the SWPPP and not conducting Analytical Monitoring per the
conditions of General Permit NCG150000. It will be inspected within 6 months of receiving this Compliance Inspection report.
