On September 19, 2024, a site inspection was conducted for the Specialty Product Technologies facility
located at 2100 West Broad Street, Elizabethtown, Bladen County, North Carolina. A copy of the
Compliance Inspection Report is enclosed for your review. Victoria Batts, EHS Manager and Dan Everette,
Plating/Wastewater Manager were present during the inspection and their time and assistance is greatly
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater
General Permit NCG030000 under Certificate of Coverage NCG030175. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Cape Fear River, class C waters
in the Cape Fear River Basin.
As a result of the inspection, the facility was found to not be compliant with the conditions of the NCG030000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
Melissa Joyner met with Victoria Batts, EHS Manager and Dan Everette, Plating/Wastewater Manager for the industrial
stormwater inspection at the Specialty Product Technologies/NCG030175 facility. The Stormwater Pollution Prevention Plan
(SWPPP)was reviewed. The following are comments about the SWPPP review.:
There was an Annual Review of the SWPPP noted for 2024 but not for 2020, 2021 and 2023. The Site Map should show the
location of any ditches on the property. The drainage area for the outfall should be shown and the percent impervious area of
the drainage area indicated. Arrows pointing out the direction of the stormwater flow should be provided. The Spill Prevention
and Response Plan should include the names of all personnel involved with this plan, with their dated signatures. There was
documentation in 2024 of no spills having occurred at the facility for the past three years but no annual documentation was
noted for previous years. There was a record observed in 2024 of the statement about checking for the presence of
non-stormwater in the outfall,but not for previous years. The Good Housekeeping inspections of the stormwater control
measures (SCMs) had occurred on 2/28/2022, 5/30/2022, and 8/28/2024. These inspections will need to occur quarterly per
the conditions of General Permit NCG030000.The Qualitative and Analytical Monitoring records were reviewed. At the time
of the inspection there were Qualitative Monitoring forms for 9/13/2024, 2020 and 2019 noted.In regards to Analytical
Monitoring, the facility is currently in Tier 3 and doing monthly monitoring due to the exceedances of the benchmark
parameter for Copper which occurred on 12/15/2022, 6/7/2023, 12/11/2023 and on 7/16/2024.
The facility grounds were inspected, including the outfall,SCMs and AST with no issues. The facility is not in compliance
with the conditions of General Permit NCG030000 for not fully implementing the SWPPP and not doing Qualitative
Monitoring quarterly since the activation of the new General Permit on July 1, 2021. The facility will be reinspected within 6
months of receiving this Compliance Inspection Report.
