On September 24, 2024, a site inspection was conducted for the Elizabethtown WWTP facility located at
4699 Scout Lane, Elizabethtown, Bladen County, North Carolina. A copy of the Compliance Inspection
Report is enclosed for your review. Hugh Bledsoe, ORC, Stephen Duffy, Public Services Director, and John
Duffy, GIS/GPS Technician were present during the inspection and their time and assistance is greatly
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater
General Permit NCG110000 under Certificate of Coverage NCG110052. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Cape Fear River,class C waters
in the Cape Fear River Basin.
As a result of the inspection, the facility was found to not be compliant with the conditions of the NCG110000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
Melissa Joyner met with Hugh Bledsoe,ORC, Stephen Duffy, Public Services Director and John Duffy, GIS/GPS Technician
to conduct an inspection at the Elizabethtown Waste Water Treatment Plant. There has been a recent change of personnel.
A Delegated Signature Authority(DOSA) and Permit Contact Update Request Form will need to be submitted reflective of
these changes.After this occurs registration should occur for the submittal of Analytical Discharge Monitoring reports
electronically(e-DMR). The facility had a few components of the Stormwater Pollution Prevention Plan (SWPPP) but did not
have a fully developed and implemented SWPPP. One will need to be developed/implemented which contains the required
information per the conditions in General Permit NCG110000. A Site Map was reviewed, pleaase refer to General Permit
NCG110000m pgs. 3 and 4, B-3 - Items a,b and d-h which should be shown on the Site Map.There are no Aboveground
Storage Tanks at the facility. The facility has two outfalls. Qualitative Monitoring records were available for review. The
Analytical Monitoring will occur in January 2025, after the 9 month grace period for this renewed General Permit has expired.
Sampling should occur after a Measurable Storm Event which results in an actual discharge from the outfalls. Sampling
should occur within the first 30 minutes of the initiation of this storm event.The facility grounds were inspected, including all
specified locations as stipulated in General Permit NCG110000. No issues were noted in regards to stormwater discharge
from the two stormwater outfalls which were inspected.
The facility is not in compliance because of not developing, nor implementing the SWPPP. It will be reinspected within 6
months of receiving this Compliance Inspection report.
