HomeMy WebLinkAboutWQCS00372_WQCS00372 PS Emergency Response Plan 20240926_20240926 / Briar Chapel Emergency Response Plan Table of Contents Scope Pg 2 Response Time Pg 3 Equipment list and Spare Parts Pg 4 Telemetry and Remote Monitoring Pg 5 Contacts Pg 6 Scope The Purpose of this Emergency Response plan is to identify specific response and deployment of equipment in the event of multiple sewer lift station failures. In the event of a power outage, lift stations A, B, C, H and J will utilize their installed utility generators to maintain sewer lift station operation. Lift Stations 16N, D, E, F, G, I and W.C. will utilize mobile generators rented from United Rental. As many generators as needed will be rented and installed within 2 hours of responding to a power outage. United Rentals contact information can be found in section E. of this response plan. In the event of pump failures or multiple pump failures, ONSWC staff will first utilize secondary pumps installed in all sewer lift stations to maintain operation of the station while removing and replacing the damaged pump. Spare pumps are maintained in our critical inventory. If additional pumps are needed beyond ONSWC spare pump inventory, rentals will be provided by Xylem or CRU. Xylem and CRU contact information can be found in section E. of this response plan. To assist ONSWC staff with electrical and telemetry issues or removal and replacement of damaged pumps, Sanford Electric, Carolina Technical Services or CRU will be contacted and mobilized within 2 hours. If all else fails, Progressive or some other pump and haul contractor or as many pump and haul contractors as needed will be hired to pump and haul from any and all lift stations to the Briar Chapel Treatment Plant. Response Time Scope: The purpose of this section is to establish a response time for all minor, medium and major situations. Procedure: ONSWC employees are required to respond to any call out situation within .5 to 1 hours. Minor Response: Minor scenarios will be responded to within 1 hour of receiving a call. An example of a minor response scenario is a customer complaint or tripped breaker. Medium Response: Medium scenarios will be responded to within 1 to 2 hours of receiving a call. An example of a medium response scenario is a lateral break. Major Response: Major scenarios will be responded to within 1 to 2 hours of receiving a call. Examples of major response scenarios are main line breaks or power outages. Equipment List and Spare Parts Utility Truck ONSWC owns and operates a utility truck equipped with a 30 foot crane, high volume air compressor and a emergency power generator. This utility truck is equipped with all the necessary tools needed for maintenance and repairs. Additional items needed for pump station or broken line repairs such as transfer pumps, by-pass pump hoses, hose fittings and couplings, jetters and excavators are available to rent 24/7 within 2 hours from United Rentals and Xylem. Charles Russell Underwood (CRU) is available 24/7 for major pump repairs, replacements and pump rebuilds. CRU maintains an inventory of ONSWC pumps and motors. Sandford Electric is available 24/7 for electrical repairs and electrical panel assistance. Progressive is available 24/7 with pump and tanker trucks. Spare Parts ONSWC maintains an inventory of spare parts such as high max repair couplings of various sizes, valves, pipe fittings, pipe, electrical components and hoses. ONSWC maintains an inventory list of all spare parts. ONSWC maintains a list of all critical components which includes spare pumps and motors. ONSWC maintains an a supply of lime in inventory for Sanitary Sewer spill cleanup. Telemetry and Remote Monitoring ONSWC utilizes telemetry for remote monitoring of all sewer lift stations. Missions and VT SCADA software platforms are used for this purpose. Remote monitoring includes alarm setpoints such as pump fail, power fail, high level, pump run indication and pump run hours. Missions and VT SCADA are equipped with features which call, text and email alarm conditions to 24-hour standby personnel. ONSWC maintains a rotation of standby personnel available 24/7 for emergency response. Carolina Technical Services is available 24/7 for telemetry and remote monitoring support.
