FACILITY SUMMARY
Caldwell County Schools operate a 100%domestic wastewater treatment plant for an elementary school.
Happy Valley Elementary School WWTP is a minor facility(flow< 1 MGD)with a design capacity and
permitted wastewater discharge of 0.008 MGD. The WWTP was originally permitted in August 1979.
This facility utilizes the following treatment components:
➢ Septic tank
➢ Dosing tank with dual dosing bells(8,000 gallons)
➢ Dual sand filter beds
RENEWAL SUMMARY
This renewal contains the following changes:
• Updated the Sample Type for Total Nitrogen from"Composite"to"Calculated".
• Added"Total Kjeldahl Nitrogen(TKN)"and"NO3-N+NO2-N"to the list of Effluent
Characteristics in Sections A. (1.)to reflect the recent changes to the Total Nitrogen Monitoring
Requirements
• Added effluent monitoring for turbidity to determine compliance with 15A NCAC 02B.0211
(21).
• Added effluent monitoring for dissolved oxygen to determine compliance with 15A NCAC
02B.0211 (6).
• Added instream monitoring for temperature to determine compliance with 15A NCAC 02B.0211
(18).
• Updated Section A. (3)to reflect current federal requirements for Electronic Reporting of
Discharge Monitoring Reports.

COMPLIANCE HISTORY
Happy Valley Elementary School WWTP has no enforcements on record during the last permit period.
The facility has also not been issued any Proceed to NOVs or Proceed to Enforcement cases since the
permit was last issued in October 2019.
The most recent inspection,in November 2022, showed the facility to be in compliance. The main issue
noted in the inspection was that the grout seals where the applicator lines connect to the distribution box
should be checked and rehabilitated if appropriate.
