Clarification requested on the following items:
1. What is the actual receiving stream/water?Over the years it would be appear two companies
have two different opinions.
2. Outfall location decision needed.
a. Piedmont Geologic has recommended that it should be between the final settling pond
and wet weather ditch on the southwestern end of the property.
b. Stormwater Services Group has previously stated that it should be near the fence line on
the southeastern corner of the property.
Clarification on these items would be greatly appreciated.
Furthermore, PH treatment house has recently been installed that"charges"the water column with CO2
to balance the PH before discharge. Prior to that,there is a rock/sand medium that acts to minimally
filter the water before CO2 treatment.This is not located on the submitted facility maps provided by
Piedmont Geologic as it has only just recently been installed. Maps will be updated pending the issuance

This letter presents the results of stormwater/wastewater monitoring conducted August 6,2024 for the Jacksonville
Ready-Mix Concrete facility referenced above in Jacksonville,Onslow County,North Carolina.The
stormwater/wastewater monitoring was conducted in general accordance with the National Pollutant Discharge
Elimination System(NPDES)general industrial stormwater permit NCG14_.The facility discharges stormwater
and wastewater under the NCG14 permit from the following site outfalls:
• Outfall-00I —Stormwater&Wastewater.
A stormwater/wastewater sample was collected from the facility outfall(Outfall-001)for laboratory/field analysis
and analyzed for the following.
• Total suspended solids(TSS)by Standard Method(SM)2540D,
• Non-polar oil and grease by EPA Method 1664B,and
• pH.
The results of the monitoring event are summarized in the table below,and the laboratory report of the analysis is
provided in Attachment A.

TSS and oil&grease analyses were conducted by Waypoint Analytical of Charlotte,NC(NC laboratory
certification no.402)and pH analysis was conducted by Piedmont Geologic(NC field laboratory certification no.
5560).A copy of the completed qualitative monitoring report,summarizing the results of a visual inspection
conducted on the stormwater discharge from Outfall-00I is provided in Attachment B.
There were no exceedances to the stormwater or wastewater benchmarks and no obvious indicators of stormwater
pollution were identified through visual monitoring during the August 6,2024 sampling event.

The above referenced project has been analyzed per your instructions. The analyses were performed in
accordance with the applicable analytical method.
The analytical data has been validated using standard quality control measures performed as required by the
analytical method. Quality Assurance, method validations, instrumentation maintenance and calibration for all
parameters were performed in accordance with guidelines established by the USEPA (including 40 CFR 136
Method Update Rule May 2021) unless otherwise indicated.
Certain parameters (chlorine, pH, dissolved oxygen, sulfite...) are required to be analyzed within 15 minutes of
sampling. Usually, but not always, any field parameter analyzed at the laboratory is outside of this holding time.
Refer to sample analysis time for confirmation of holding time compliance.
The results are shown on the attached Report of Analysis(s). Results for solid matrices are reported on an as-
received basis unless otherwise indicated. This report shall not be reproduced except in full and relates only to
the samples included in this report.
