We are providing additional information regarding the noted violation.This violation is referenced by
the tracking number that it was assigned.

This violation includes parameters that were out for June which include Weekly Geometric Mean
Exceedance;Coliform, Fecal MF, MFC Broth and Sampling Location Missing; Hardness,Total.
The weekly geometric mean exceedance was a continuance of issues that occurred from the last
violation in May.At this point we were waiting for the delivery of new UV lamp assemblies, new lamp
assembly sleeves, several totes of finishing polymer, and a scheduled visit with NCRWA. Since the
addition of these items and the guidance from NCRWA,we have been able to meet our permit
limits and stay in compliance.
The reporting violation for the upstream hardness sampling was due to a misinterpretation of the
new permit requirements that came into effect on June 1 s`.We understood that instream monitoring
is waived if we are an active member of the Yadkin Pee Dee River Basin Association. Before this
permit took effect,we organized multiple communications with the association, coalition, and the
certified lab to ensure the new monitoring station was added and the sampling would start in June
so that instream monitoring compliance was met.This was successful; however,we overlooked the
notation that this single parameter, hardness,was required to be completed by the permittee and
not the YPDRBA coalition.This has since been addressed and added to the Town's quarterly
monitoring schedule.

In closing,the Town feels as though we have addressed these violations, it is our near future goal to
alleviate these issues through a plant upgrade.We have already taken major steps towards this
upgrade as we have received our ATC and are awaiting approval from the LGC.As a result of the
action steps listed previously,we would respectfully request your consideration of revaluing these
Notices of Violation as a Notice of Deficiency.
