Just dropping you a line about some activities going on at the Little Creek Water Reclamation Facility NPDES # NC0025453. We currently have one of our tertiary
filters down for repair in order to restore the backwash function. We will be pumping around the unit while the repair is in progress. This activity should not
impair the effluent quality as most of the clarifier effluent is being filter and already meets the NPDES limits.
We have also brought in a contractor to dewater sludge for the winter period, the biosolids will be disposed of in the Johnston County Landfill.
We are also taking measures to address the cold weather forecasted for the next few days.

I will be reporting a monthly and weekly BOD exceedance for the Water Reclamation Facility for April 2017. The monthly average was 5.4 mg/l (limit 5 mg/l) and
the 4th weekly average was 8.95 mg/l (limit 7.5 mg/l). This is directly attributed to the excessive inflow and infiltration we experienced during the torrential rain
event that occurred April 24-26th. A total of 7.23 inches of rain fell during this time period at the facility.
The flow for the period was:
4/25 5.54 mg,
4/26 5.064 mg
4/27 3.732 mg
4/28 2.374 mg.
I will be reporting this on the eDMR as required.

2. The 2.5 MGD water reclamation facility consists of the following units: influent head works
with a biofilter odor control system; mechanical and automatic bar screens; a vortex type
grit removal system; influent pump station with three (3) 60-Hp dry pit submersible pumps
and one (1) 40-Hp pump; 9-inch Parshall flume with ultrasonic flow meter; a 214,500 gallon
anaerobic selector tank in front of the first stage anoxic tank; a 300,000 gallon first stage
anoxic tank in front of oxidation basin # 2; two (2) - oxidation basins; a 200,000 gallon first
stage anoxic tank in front of oxidation basin # 1; three (3) secondary clarifiers; Return
Activated Sludge pump station; two (2) shallow bed DAVCO traveling bridge type tertiary
filters; UV disinfection, two banks, with back-up chlorination / dechlorination; effluent pump
station; one (1) 90,000 gallon aerated digester/sludge stabilization tank; two (2) - 360,000
gallon aerated sludge holding tanks; sludge loading station; a sludge thickening building
containing two (2) rotary drum thickeners with polymer flocculation; sludge transfer pump
station; sludge drying beds; in-plant non-potable water system using reclaimed treated
wastewater; a reclaimed water pump station and transmission force main to the Pine
Hollow Golf Course and two (2) on-site generators and one portable generator to provide
back-up power.

Mitch Hayes of the Raleigh Regional Office conducted the subject inspection on December 7,
2017. The assistance of James Warren, grade WW-4 Operator in Responsible Charge (ORC)
and Bill Simpson, Laboratory Supervisor, with this inspection was greatly appreciated. Please find
attached to this letter the Basinwide Information Management System (BIMS) check list
summarizing the inspection. Below is list of findings developed from the inspection and review of
the permit.

At the time of inspection, the biofilter odor control system appear to be operating normally.
The automatic and manual bar screens and vortex grit removal system were functioning
normally. The number 1 aerated sludge holding tank was approximately 40% full. The
number 2 aerated sludge holding tank was approximately 80% full. Aerators in sludge
holding tank number 1 and 2 were operational. Both rotary drum thickeners were being
operated. Thickened sludge is taken to the Johnston County Landfill or the Triple S Farms.
Influent in the two oxidation basins was medium brown in color with very little foam in
oxidation ditch #1. Foam covered about 30% of the surface area in ditch #2. Covers have
been placed over the anaerobic selector to prevent odor. The #1 secondary clarifier was
taken down for general maintenance. Effluent appeared clear flowing off the weirs in
secondary clarifiers 2 and 3. Effluent in the wet well at the tertiary filters appeared clear
with no foam. One bank of UV disinfection lights was being operated due to low flow. The
sludge drying beds had no sludge in them. Effluent at the discharge point in the Neuse
River appeared clear with no foam or solids.
4. The laboratory was checked in a cursory manner. Little Creek Wastewater WRF laboratory
analyzes BOD, TSS, fecal coliform, Phosphorus, Nitrate, COD and is field certified for
TRC. pH, temperature, DO, specific conductance. Environment 1 is the contract lab that
analyzes all other parameters. All instruments, meters, probes, photometric cells are
maintained in good condition. All standards, reagents and consumables used are within
expiration dates.
Discharge Monitoring Reports (DMR's) for the period October 2015 through October 2017
were reviewed for compliance with permit limits and monitoring requirements. Weekly and
monthly permit limit violations for BOD were noted in April 2017. There were three days in
May 2017 for not meeting minimum dissolved oxygen limit. These violations have been
addressed. There were no other violations listed for the review period.
6. Commercial lab results, chain of custody records, and bench sheets were compared with
data submitted on the DMR for October 2017. No discrepancies were noted.
