The assistance of James Warren, grade WW-4 Operator in Responsible Charge (ORC), and Leigh Honeycutt was gratefully appreciated. Please find the attached Basin Wide Information Management System (BIMS) inspection checklist summarizing each inspection. Compliance Evaluation Inspection Town of Clayton - Little Creek Water Reclamation Facility NPDES Permit Number NC0025453 Stormwater Permit Number NCG110080 Johnston County The 2.5 MOD water reclamation facility consists of the following units: influent head works with a FRP cover system with a biofilter odor control system with mechanical screening and a vortex type grit removal system; influent pump station with ultrasonic flow meter with back-up float alarm; a 214,500 gallon anaerobic basin in front of oxidation basin # 2; a 300,000 gallon anoxic tank in front of oxidation basin # 2; a 200,000 gallon anoxic in front of oxidation basin # 1; three (3) secondary clarifiers; two shallow bed DAVCO traveling bridge type tertiary filters; UV disinfection with back-up chlorination / dechlorination; effluent pump station; one 90,000 gallon aerated digester/sludge stabilization tank; two - 360,000 gallon sludge holding tanks; sludge loading station; a sludge thickening building containing a rotary drum thickener; sludge drying beds; in-plant non-potable water system using reclaimed treated wastewater; a reclaimed water pump station and transmission force main to the Pine Hollow Golf Course and two on-site generators to provide back-up power. The clarigester, trickling filter, and secondary clarifier of the original plant are not in use and are abandoned. At the time of inspection, sludge from the newer aerated sludge holding tank was being pumped into the other aerated sludge holding tank which was approximately 80% full. Sludge volume in the other sludge aerated tank was approximately 50% full. All aerators in both sludge holding tanks were operational. Sludge was being thickened in the rotary drum thickener. Sludge is expected to be hauled in the next 7 days. Influent in the two oxidation basins was light to medium brown in color with very little foam. Covers have been placed over the anaerobic selectrr to prevent odor. Qualitative monitoring for all outfalls was conducted on March 26, 2009 and December 01, 2009. There is no vehicle maintenance done on site. There have been no spills for the 2008- 2009 year. The stormwater pollution prevention control plan was amended in 2009. Annual employee training on spill prevention and response occurred on May 01, 2009. Stormwater Outfall 005 receives stormwater flow from the area around the influent pump station and the reclaimed water pump station. Combined flows discharge to a low-lying area east of the influent pump station. Water at the discharge point appeared clear. f. Stormwater Outfall 006 is located near the tertiary filter structure. The drainage area around the return sludge pump and secondary clarifier number 1 and 2 discharge into outfall 006. At the time of inspection a sediment trap had been constructed from crushed stone in front of the discharge point. Outfall 006 discharges into a wooded area. Date t. received Introduction: Process Description The sludge conditioning and disposal systems consist of: two drum thickeners (80 gpm & 300 gpm), polymer flocculation, two .36 mg aerated holding tanks, one .09 mg aerobic digester, and sludge transfer pump. The plant consists of a mechanical and manual bar screen, Jeta (Vortex) type grit removal system, 9 inch parshall flume with flow meter, and a composite sampler. The influent pumping station has three 60 hp dry pit submersible pumps and one 40 hp pump. Biological nutrient removal is achieved by a Carrousel Denite R System (Eimco), the system contains an anaerobic selector, two anoxic tanks, and two oxidation ditches. The biological system is controlled by a PLC based control system that monitors oxygen throughout the system. The plant also has three circular clarifiers, two mixed bed tertiary filters, ultraviolet disinfection, effluent pumping station, in plant reuse pumping system, and a reclaim water pumping station. In addition to the biological systems, the plant has chemical feed for alkalinity (magnesium hydroxide), alum precipitation (alum sulfate), and flocculation (polymer). The Town of Clayton owns and operates a 2.5 mgd water reclamation facility. The facility is named; Little Creek Water Reclamation Facility and operates under NPDES Permit # NC0025453. Wastewater processed by the treatment facility originates from domestic and industrial sources. The approximate ratios of these sources are seventy percent domestic and thirty percent industrial. The Town also has inter-local agreements with Johnston County Utilities and the City of Raleigh to treat wastewater from the area. The aliquots shall be collected from the walkway at two hour intervals. The aliquots should be ~ 800 milliliters and placed in a gallon jug in the laboratory refrigerator. After the fourth sample is added the sample should be well mixed and transferred into the proper sample containers. A chart is provided on specific sample requirements. Temperature and pH are grab samples and the pH shall be temperature corrected. Plant personnel will document and use the following chart for the temperature correction for all pH readings. Fecal coliforms will be collected from the sludge holding tank form the walkway using a sterilized stainless steel dipper. This walkway is the only safe means to sample this tank. The seven samples will be collected prior to disposal. Plant staff should request a five- day turn-around on all samples collected and be aware of the short holding times of 6 hours. In order to meet Class B requirements, the geometric mean must be less than 2 million (MPN/gram TS, or CFU/gram TS). If the counts exceed the regulatory limits the biosolids may not be land applied until the limits are met. ) Vector Attraction Reduction: Pathogen reduction: Spill control and prevention: Alternatively a specific oxygen uptake may be performed if the solids concentration is less than two percent and enough digestion time has been provided, a spreadsheet provided by the land application unit shall be used for the calculations, a minimum of seven samples must be taken. The facility has a spill control plan as required by the facility’s storm water permit. The sludge loading area has a contoured drainage area that empties into an in plant recycle system. Vector attraction reduction will consist of alkali addition directly into either sludge holding tank. Prior to land application a contractor will be used to supply calcium carbonate at a level to achieve a ph of > 12 units for two hours and maintain a pH of > 11.5 for an additional 22 hours. There will be no additional material added to the tank until the land application is complete. A log sheet will be maintained on-site and will contain the following information: date, times, location, purpose, amount of material added, initial pH, pH after addition, pH two hours after addition, pH twenty two hours after addition, names of persons involved, completion date and volume of biosolids land applied. If the required parameters are not met the process must be successfully completed prior to land applying the sludge. Note: It is a good practice to perform ajar test to the contents of the tank prior to treatment, in order to determine the required amount of alkali to add. The assistance and cooperation of Mr. James Warren, ORC was very helpful and appreciated during the inspection process. 3. 4. 5. 7. 8. 9.Effluent is pumped in excess of 1 mile to the Neuse River. The discharge pipe was submerged at the time of the inspection. The submerged end of pipe appeared to be clear with no visible foam and debris surfacing. Two sludge stabilization tanks are utilized. Each tank has a capacity of 400.000 gallons. Sludge digester prior to sludge stabilization was not being utilized at the time of the inspection. Stabilization tanks were receiving wasted sludge from the clarifiers at the time of the inspection. Decant from the sludge stabilization tanks is returned to the sludge thickening building and to the anaerobic selector tank. The operator explained that once per month Atlantic Dewatering Service takes the sludge to several farms in Johnston County. The stand-by power consist of two in-place generators and one portable. Generator No. 1 supplies power to the main building, influent pump station and aerobic digester. Generator No. 2 supplies power for the rest of the site. All generators are checked and ran for two hours per week under load. A local vendor supplies the fuel and keeps the tanks full. Effluent from the clarifiers goes to tertiary filters consisting of two beds. Each bed has 18 inches of filter media. Each filter utilizes a traveling bridge which backwashes the filters two hours per day. The filters were free of growth and clogging at the time of the inspection. Backwash from the filters is return to the distribution box for the No. 1. and No. 2 oxidation ditch. The influent pump station has three submersible pumps and one 40 horsepower pump. The visual and audible alarms were tested and both functioned. Back-up floats are in place and are tested by operators weekly. The wet well was clear with very little grease and debris at the time of the inspection. Wastewater flows from the pump station to Biological Nutrient Removal achieved by a three stage bardenfo process. The process consist of an anaerobic selector tank which discharges to a distribution box to divide the flow to two oxidation ditches (No. 1 & No. 2) each with a first stage anoxic tank. Aerators for each oxidation ditch is operated on variable speeds based on the DO levels. The DO levels were low during the inspection (0.74 in ditch No. 1 and .20 in ditch No. 2). However, inner ditch near the aerators had a DO of 1.45 in Oxidation ditch No. 1 and 1.20 in Oxidation ditch No. 2. The Biological Nutrient Removal process seem to be de-nitrifying and/or functioning properly during the time of the inspection. Effluent from the oxidation ditches flows to the clarifier distribution box which distributes the flow to three secondary clarifiers (No. 1, 2 and 3). Only clarifier No. 2 and No. 3 were being utilized at the time of the inspection. The operator explained that Clarifier No. 1 is used when the facility has slug flows. Weirs seem to be level in both clarifiers. Both were free of blockage and short circuiting. Both clarifiers had no floating scum and sludge. The clarifiers have a 14 foot sidewall dept. Clarifier No. 2 had a sludge blanket of 2 Vi foot. Clarifier No. 3 had a sludge blanket of less than 1 foot. Aerobic digester was not in use at the time of the inspection to accept wasted sludge and scum. With no scum present, activated sludge is returned back to the anaerobic selector tank and sludge was wasted to the sludge stabilization tanks.
