Director NORTH CAROLINA Environmental Quality September 24, 2024 Mr. Jeffrey Lohr, PE, Chief of Engineering Onslow Water and Sewer Authority (ONWASA) 228 Georgetown Road Jacksonville, NC 28540 Subject: Sewer Flow Reduction Approval ONWASA- WQCS00275 Onslow County Dear Mr. Lohr: On September 23, 2024, the Division of Water Resources (Division) received a request to transfer the ownership of the January 11, 2023, approval for an adjusted daily sewage flow rate (flow reduction) that would apply to the sewer collection system permitted under WQCS00275, which was originally issued to Pluris, LLC and will have tributary flow to the ONWASA treatment system permitted under WQ0005849. A daily design sewer flowrate of 80 gallons per day per bedroom per residential unit was originally utilized. Both permits WQCS00275 and WQ0005849 have been transferred to ONWASA from Pluris, LLC, per the Division's ownership change process. In accordance with 15A NCAC 02T .0114(f) (1&2), the Division has evaluated the request and based on the data submitted, the Division hereby approves for use by ONWASA an adjusted daily sewage flow rate with the following conditions: The flow reduction is applicable to the portion of residential single-family dwelling units located in the WQCS00275 sewer service area that were not connected and tributary to the ONWASA collection and wastewater treatment system, prior to January 11, 2023. The minimum design sewer flow for future one (1) bedroom dwelling unit shall be 75 gallons per day and for two (2) bedroom dwelling unit connections shall be 130 gallons per day. Each additional bedroom above two -bedroom units shall increase by 65 gallons per day per bedroom. All other aspects of the permitting process remain unchanged, and all applications must be in compliance with the statutes, rules, regulations and minimum design criteria as certified by the owner and engineer. Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the capacity and effluent limits defined in the permit for the treatment facility. The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing and /or modifying the flow reduction as allowed by the laws, rules and regulations contained in 15 NCAC 02T, NCGS 143-215.1, or as needed to address changes in State and/or Federal regulations with aspect to wastewater collection systems, protection of surface waters, and/or wastewater treatment.
