Section A. (1.) of Permit NC0081469, issued by the North Carolina Department of Environmental Quality (NCDEQ) Division of Water Resources (the Division) on August 29, 2023, proposed limits for toluene [monthly average and daily maximum of 11 micrograms per liter (ug/L)] and naphthalene [monthly average and daily maximum of 12 ug/L], which would be imposed during the next permit cycle (2028). Section A. (5.) requires that a summary of actions taken toward compliance with future permit limits be submitted annually by October 1st of each year during the current permit cycle. Below is a list of activities that have been performed in order to meet permit limits at outfall 001. • November 2023 - Emptied and pressure washed oil/water separator. • November 2023 - Sealed joints in the water management basin that were a potential pathway for run-on stormwater to enter the basin. • April 2024 - Rerouted piping to send product directly to the sump, bypassing the oil/water separator, during maintenance activities. • May 2024 - Emptied and pressure washed water management basin. • July 2024 - Emptied and pressure washed oil/water separator. Some of the activities above were also performed to mitigate total suspended solids (TSS) limit exceedances that were due to construction activities on the adjacent airport property north of the RDA facility, and which have been addressed in submittals to the NCDEQ on April 1, 2024 and May 28, 2024. The activities summarized above appear to have improved water quality at outfall 001 and toluene and naphthalene have not been detected in samples since March 2024. an 1 -7 6 .
