All supernatant is either recycled to the head of the plant or discharged to the sanitary sewer. The outfall for the lime settling part of the plant operation has been removed (old outfall 001). Old Outfalls 002 and 003 are the drains on the potable water storage tanks. These tanks do not contain chemical disinfection and are pH adjusted to 7.2. Discharge from the outfalls is very rare. There has been no discharge from any of the Outfalls in over 10 years. FACILITY SUMMARY This facility is a conventional technology water treatment plant [coagulation, flocculation, sedimentation, and filtration] with discharge of wastewaters from media filter backwash and sedimentation basins with a design potable flowrate of 6.0 and a backwash maximum monthly average discharge of 0.150 MGD with wastewater treatment consisting of, • five (5) solid settling lagoons • three (3) sludge -drying beds RENEWAL SUMMARY Fact Sheet for Permit Renewal June 2024 - NPDES Permit NCO040061 - Page 1 This renewal contains the following changes: • Acute Toxicity testing requirements in Section A. (L) and A. (2.) have been updated from monitoring to a pass/fail limit per the Division's 2020 strategy. • Outfall 001 has been removed from the permit. • Section A. (5.) has been updated regarding electronic submission of effluent data. Federal regulations require electronic submittal of all discharge monitoring reports (DMRs). • The wastewater treatment components at the facility have been corrected on the Supplement to Permit Cover Sheet to reflect only those which are used to treat wastewater. Any drinking water treatment components have been removed. • Total Kjeldahl Nitrogen and Nitrate + Nitrite monitoring has been added to Section A. (1). • Total Nitrogen sample type has been changed to "calculated." • The parameter of iron has been removed from Section A. (L). • The parameter of hardness has been removed from Section A. (L). • A monthly average flow limit has been added to section A. (L). Iron was removed following the Division's 2020 WTP Strategy as there are currently no water quality standards for this parameter in North Carolina. Hardness monitoring has been removed in alignment with the Division's 2024 Hardness Memo as this facility discharges to saltwater. COMPLIANCE HISTORY No compliance concerns in the past permit cycle. NCG59 GENERAL PERMIT ELIGIBILITY (FOR CONVENTIONAL & GREENSAND ONLY) Not enough data due to infrequent discharge events. • Conclusion: Ineligible for NCG59 General Permit. WHOLE EFFLUENT TOXICITY (WET) TESTING No discharge to evaluate. The permittee shall conduct acute toxicity tests on aguarterlX basis using protocols defined in the North Carolina Procedure Document entitled "Pass/Fail Methodology For Determining Acute Toxicity In A Single Effluent Concentration" (Revised December 2010, or subsequent versions). The monitoring shall be performed as a Mysid Shrimp (Mysidopsis bahia) 24-hour static test. The effluent concentration at which there may be at no time significant acute mortality is 90% (defined as treatment two in the procedure document). The tests will be performed during the months of January, April, July and October. These months signify the first month of each three-month toxicity testing quarter assigned to the facility. Effluent sampling for this testing must be obtained during representative effluent discharge and shall be performed at the NPDES permitted final effluent discharge below all treatment processes. USE OF A DIFFERENT TEST ORGANISM The Permittee may request the use of a different test organism upon documentation that the alternate test organism would provide an equal or greater level of protection and is appropriate based on the characteristics of the discharge and receiving stream. S. 143-215.1(b)] The Division may reopen this permit to alter or replace Whole Effluent Toxicity (WET) test procedures or test species as future regulations, environmental conditions, or site conditions may warrant. REASONABLE POTENTIAL ANALYSIS No current data to run RPA. COMMENTS ON DRAFT PERMIT The outfalls will retain numbering from the previous permit despite outfall 001 being removed. I only had a few comments, as noted below: 1. 1 see that you have eliminated Outfall 001 as this outfall no longer exists; however, the old outfalls were re -labeled (i.e. 002 now became 001 and 003 became 002). This may be confusing when people are reviewing the data in the future, especially with BIMS, etc. Can Outfall 001 just be removed and the other outfalls be left as -is? 2. Footnote 3 (regarding TRC) under the limits table seems to be incomplete. Thanks for the opportunity to provide comments. Please let me know if you have any comments or would like to discuss these matter in greater detail. The info in red is what he added regarding the breakdown of water treatment vs wastewater treatment. He also told me that the time and polymer are actually NOT used to treat the wastewater; he meant they are the only chemicals from the drinking water treatment process that have the potential to end up in the wastewater as all the others are injected later. Currently all chemicals are used for the treatment of potable water. Not Waste Water. We currently do not treat the wastewater at all as we recirculate to the headworks of the plant. In the past when we did discharge wastewaters under our NPDES permit we let the water settle and adjusted pH with hydrochloric acid before discharging to Beaverdam Creek. Raw Water Treatment • two (2) up -flow clarifiers [polymer and time added] Drinking Water, time solids are blown down to the lagoons. Solids are hauled to landfill, and supernatant is recirculated to head of plant or discharged as part of the waste stream • one (1) surge tank Drinking water • five (5) sand filters Drinking Water, however the backwashes are collected in the lagoons. If the time & polymer are utilized in the wastewater — that meets the criteria set forth in our rules as "a chemical process to treat wastewaters" and will need to be classified as a PC-2 system. I have not changed the designation yet in BIMS, but will do so once you have had a chance to review the below. According to 15A NCAC 08G .0306 CLASSIFICATION OF PHYSICAL/CHEMICAL WATER POLLUTION CONTROL TREATMENT SYSTEMS: (b) Any water pollution control system that utilizes a chemical process to treat wastewaters, including those systems whose treatment processes are augmented by physical processes, shall be classified as a Grade II Physical/Chemical Water Pollution Control System. Any reverse osmosis, electrodialysis, and ultrafiltration system shall be classified as a Grade II Physical/Chemical Water Pollution Control System. I have talked with the NC Operator Certification program, and they maintain that the classification still needs to be updated to PC-2 as lime and polymer meet the criteria set forth 15A NCAC 08G .0306 as "a chemical process to treat wastewaters." Currently all chemicals are used for the treatment of potable water. Not Waste Water. We currently do not treat the wastewater at all as we recirculate to the headworks of the plant. In the past when we did discharge wastewaters under our NPDES permit we let the water settle and adjusted pH with hydrochloric acid before discharging to Beaverdam Creek. Additionally, can you please break down which treatment technologies are utilized in wastewater, and which are utilized in the drinking water distribution system? Essentially, for this permit we are only interested in wastewater treatment components, however if the raw water process feeds partially into the wastewater process it is still relevant.
