Rogers Energy Complex (Cliffside) NPDES Permit NC0005088 Chemical Amendment Request to Permit Renewal Application Dear Dr. Chemikov: Duke Energy Carolinas, LLC submits this letter to amend our existing NPDES Wastewater permit application. The amendment is to disclose the use of Hydrex 2252 (Amide Hydrolysate) and Hydrex 2280 TA (Sulfonated acrylate polymer) for use in the Cooling Towers. Hydrex 2252 is a bio-dispersant which prevents organic deposits and fouling. Hydrex 2280 TA is a particle dispersant to keep solids suspended to prevent fouling of the heat exchangers. Cooling Tower Blowdown is processed through the site's Wastewater Treatment System before discharge through Outfall 005. An updated list of chemicals is attached, as well as the Hydrex 2252 and Hydrex 2280 TA SDS. Please include this with the relevant permit files. It is our understanding that with this amendment to the existing permit application, no permit modification would be necessary, and Duke Energy is authorized to utilize the additives to assure compliance with NPDES permit limits.
