Inspection Summary:
On September 11, 2024, Chris Smith of the Raleigh Regional Office conducted a compliance evaluation inspection of the
wastewater irrigation system located at the Falls Lake Holly Point WWTF.
This facility is permitted for the operation of a 6,295 gallon per day (GPD) wastewater collection, treatment, and irrigation
facility that includes a wastewater collection system consisting of approximately 4,050 linear feet (LF) of 8-inch gravity
sewer line, a pump station with two 62.5 gallon per minute (GPM) pumps and a high-water alarm, approximately 3,000 LF of
3-inch force main, 550 LF of 6-inch force main, a pump station with two 74 GPM pumps and a high-water alarm,
approximately 3,680 LF of 4-inch force main, approximately 550 LF of 6-inch force main, a pump station with two 63 GPM
pumps and a high-water alarm, approximately 380 LF of 3-inch force main with a 210 GPM inline booster pump station with
dual pumps and a high-water alarm, approximately 6,200 LF of 6-inch force main, and the continued operation of a
wastewater treatment and irrigation system consisting of a 138 foot (ft) by 123 ft by 7 ft lined stabilization lagoon with a 2
horsepower (hp) surface aerator, a 123.5 ft by 107.5 ft by 7 ft lined storage lagoon, a 12,000 gallon chlorine contact
chamber, an instantaneous/totalizing inline flow meter, two 182 gallon per minute (GPM) irrigation pumps, approximately
510 LF of 6-inch force main, approximately 220 LF of 4-inch effluent force main, approximately 200 LF of 3-inch effluent force
main, a 2.8 acre spray irrigation area, and all associated piping, valves, controls, and appurtenances.
The purpose of this inspection was to ensure compliance with the subject permit. During the inspection, the cooperation of
David Mumford, Stephen Donaldson, and Joel Valentine was helpful and appreciated.
This compliance evaluation inspection consisted of the following:
•Review of the permit
•Review of the owner/facility information
• Review of Non-Discharge Monitoring Reports (NDMR), Non-Discharge Application Reports (NDAR-1), Groundwater
Monitoring Reports (GW-59A), ORC logbooks, and calibration documentation
•On-site inspection of treatment components and spray fields
The current permit was issued June 16, 2020 and expires on November 30, 2026.
The four (4) pump “sub” stations and the main pump station appeared to be well maintained. The audible and visual alarms
functioned properly when using the test switches and pulling the floats. Proper signage was installed at each pump station
location. The concrete and steel in the pump stations has degraded over the years of service. There is a plan to rebuild all
the lift stations at Holly Point, Rollingview, and Sandling Beach SRAs.
The treatment facility is surrounded by a fence and a locked gate. The facultative and storage lagoons had plenty of
freeboard and were compliant with permit conditions at the time of the inspection. The lagoons are concrete lined. The
berms and vegetation were in good condition. The aerator is in working order but has been turned off while awaiting delivery
of a power supply component. The concrete chlorine contact chamber was in good condition. A homemade chlorinator using
a garden hose running water into a perforated container of chlorine tablets during irrigation events has been working well to
produce a 1 or 2 ppm chlorine residual. The in-line totalizer flow meter was last calibrated on May 16, 2024.
One (1) zone of the spray field was irrigated during the inspection. A few heads were partially clogged. The ORC reports that
heads are often clogged with duckweed that grows in the lagoons and chlorine contact chamber and that they are cleared
frequently. Spray field soil sampling was last conducted on December 29, 2023.
Monitoring reports are submitted complete and on time. Facility records were in good order at the time of the inspection.
Overall, the facility appears to be extremely well maintained and operated in compliance with permit conditions.
