Subject: Kings Mountain Lithium Project— Kings Mountain Mine
NCG02 Permit Application —Albemarle / Kings Mountain
348 Holiday Inn Drive, Kings Mountain
Cleveland County/ MRO
Dear Ms. Cook:
Please find one original signed North Carolina National Pollutant Discharge Elimination System
(NPDES) NCG02 Permit Application and Supplemental Report enclosed for the proposed Kings
Mountain Lithium Mine Project ("Project"), which is located approximately 2 miles south of
downtown Kings Mountain in Cleveland County. The Project will consist of the development of a
hardrock lithium mine at the existing Kings Mountain lithium compound, owned and operated by
Albemarle U.S., Inc. ("Applicant"). The Project will include the construction of an open pit, rock
storage facilities, a concentrator plant, access and haul roads, and associated stormwater
management systems on 1,083 acres of previously disturbed, undisturbed, and developed land.
Per the pre-application meeting with the Division of Energy, Mineral, and Land Resources on
October 18, 2023, the release of stormwater and treated wastewater from the proposed Project
can be authorized through the issuance of an NCG02 permit, as existing mine and stormwater
permits are currently valid.
The appropriate permit fee has been attached to this submittal. An electronic PDF version of the
permit application package will also be provided for further distribution and review.
Please do not hesitate to contact me directly if you have any questions or need additional
information. On behalf of Albemarle, our team is looking forward to working with you during the
permitting process.
