elimination or reduction of extraneous flows, or water conservation and shall include the source of funding for the improvements.
If expansion is not proposed or is proposed for a later date, a justification shall be made that wastewater treatment needs will be
met based on past growth records and future growth projections, and as appropriate, shall include conservation plans or other
measures to achieve waste flow reductions.

ATTACHMENT I — COMPLIANCE SCHEDULES
The previous permit issuance had the following two (2) schedules:
1. Upon completion of construction of the modifications permitted on May 26, 2015, and prior to operation of these
modifications, a certification (attached) shall be submitted from a licensed North Carolina Professional Engineer
certifying that the permitted facility has been installed in accordance with this permit, Division approved plans
and specifications, and other supporting documentation, including the location of all monitoring wells as
applicable. If this project is to be completed in phases and partially certified, the Permittee shall retain the
responsibility to track further construction approved under the same permit, and shall provide a final certificate of
completion once the entire project has been completed. Mail the Certification to the Division of Water Resources,
Water Quality Permitting Section, 1617 Mail Service Center, Raleigh, NC 27699-1617. [15A NCAC 02T .0116(a)]
2. The Wilmington Regional Office, telephone number (910) 796-7215, shall be notified at least 48 hours in advance
(excluding weekends and holidays) of operation of the installed facilities such that an inplace inspection can be
made. Notification to the regional supervisor shall be made from 8:00 a.m. until 5:00 p.m. on Monday through
Friday, excluding State Holidays. [15A NCAC 02T .0108(b)(2)]
The modifications permitted on May 26, 2015 have not and will not be constructed.
ATTACHMENT K — INDUSTRIAL WASTEWATER
This facility renders raw material received from the animal agriculture and food industries into fats and proteins.
The following chemical and biological materials are used in the manufacturing process:
• Sodium and potassium based boiler water treatment chemicals
• Aluminum brightener (cleaning agent)
• Caustic based degreasers
• Anionic water treatment polymer
• Cationic water treatment polymer
• Methanol based chemical for cooling tower treatment
• Hydrogen peroxide based chemical for cooling tower treatment
• Citric acid
• Mineral oil based defoamers
• Feed grade meal preservatives
• Magnesium hydroxide

The cleaning and treatment methodology used at this facility is as follows:
• Collection of industrial wastewater followed by treatment in the onsite WW treatment facility. Collection of
comingled stormwater followed by treatment in the wastewater treatment system and/or screening treatment
followed by storage in the onsite irrigation ponds.
• Clean and sanitize the rendering facility to include, but not limited to, manual cleaning and high-pressure spray
cleaning
