There is not an official timeline we are aware of, from what we have been told the future
projects are several years away from starting construction or generating flow.

The proposed gravity network is permitted at zero flow as future developments will tie-in and
permit flow at that time. The gravity network will ultimately discharge to a pump station
(currently under construction) that will temporarily discharge to the Town of Pittsboro WWTP
while the Sanford force main is being constructed. Therefore, we can change the receiving
WWTP to the Town of Pittsboro plant if you would like. Ultimately the future flows associated
with this project, that will be permitted at a later date, will be treated at the Big Buffalo plant
once the Sanford force main is constructed.
The Town of Pittsboro plant does not have a way to send flow to the Chatham Park WRC so we
believe listing the Pittsboro plant alone makes the most sense. Please let me know if you have
any questions.

I have completed the draft permit, which is being peer reviewed by my coworkers. I have a
quick question, why the receiving WWTP is not the Chatham Park Water Reclamation Center
(NPDES permit number NC0020354), which is severely underloaded and need flow badly.
Also, I do not know when the force main from Pittsboro to Sanford will be built, there is the

possibility that the sewage conveyed by the proposed sewer lines will be treated at either
Pittsboro WWTP or Chatham Park Water Reclamation Center, which share the same NPDES
permit NC0020354, how about changing the receiving WWTP from Sanford WWTP
(NCO024147) to "in the Town of Pittsboro Wastewater Treatment Plant and Chatham Park
Water Recovery Center Wastewater Treatment Facility in accordance with Permit Number
NCO020354" in the final permit? Please let me know your thoughts.

application, I have the following comments that need you to respond:
1. Section VI. 6. Both "Yes" and "No" were checked, which should be an error, I understand
that "Yes" should be checked.
2. Section IX. 4. Basin Name should be Jordan Lake Watershed.
3. Section IX. 5. You selected "Yes", please submit a copy of the Non -Notifying
Authorization memorandum under a Nationwide-58 permit.
4. Section IX 6. Will an erosion/Sediment Control Permit and construction stormwater
permit be needed for this project?

5. Please submit corrected pages of the application: page 2 and page 4.
