Director NORTH CAROLINA Environmental Quality September 18, 2024 Jerrold H Levy 206 Constance Spry Way Durham, NC 27713-7558 Subject: Compliance Evaluation Inspection Permit # WQ0019544 Facility: 206 Constance Spry Way SFR Chatham County Mr. Levy, On September 3, 2024, Jim Westcott from the Raleigh Regional Office visited your Single-family residence wastewater treatment and drip irrigation system to evaluate compliance with the subject permit. The assistance of Mr. Levy was appreciated at the time of inspection. The facility is permitted for the continued operation of a 600 gallon per day (GPD) single-family residence wastewater treatment and irrigation facility consisting of a 1500 gallon baffled septic tank with effluent filter, dual recirculating Advantex AX20 Filter units with VeriComm control panels, an ultraviolet disinfection unit capable of sterilizing flow rates of up to 10 gallons per minute (GPM) provided the effluent quality treated by the unit does not exceed 15 mg/L Biological Oxygen Demand (BOD) and 15 mg/L Total Suspended Solids (TSS), a 2,500 gallon storage and dosing tank, a 20 GPM pump operating at 110 feet of Total Dynamic Head (TDH), audio and visual high water alarms, rain sensor, and 16,131 square feet of drip irrigation area with approximately 5,377 linear feet of drip line containing 2,689 emitters and all associated piping, valves, controls, and appurtenances with no discharge of wastes to surface waters. The permit, which was issued March 4, 2019, and will expire on December 31, 2024. Division records indicate the required annual fee for the period ending March 31, 2025, due April 14, 2024, has been paid. Findings during the inspection were as follows: 1. Treatment system Operation: The wastewater treatment system shall be effectively maintained and always operated so there is no discharge to surface waters, nor any contravention of groundwater or surface water standards. The treatment system components are to be inspected weekly and monthly by the permittee. At the time of inspection, the permittee was available. A visual evaluation of the system components was noted. The system components were tested and evaluated at the time of inspection. The permittee provided a service contract with AQWA, Inc specifying the terms of the inspection and maintenance agreement of the service contract which include the following routine semi-annual maintenance procedures: inspect the structural integrity and maintain all of the physical and mechanical components of the system, inspect the performance and condition of the low NORTH CAROLINA � � North Carolina Department of Environmental Quality I Division of Water Resources Raleigh Regional Office 1 3800 Barrett Drive I Raleigh, North Carolina 27609 919.791.4200 Docusign Envelope ID: A72CAB7D-F733-42D4-83BD-5704F1 DA6522 pressure/pressure manifold and drain field, check and set pressures in the system, check and adjust pump delivery rate of the system, clean septic tank filter if applicable and accessible, submit the inspection report to the Health Department, and perform any other requirements of the operations permit. 2. Pumping the septic tank: You are required to inspect the septic tank annually to determine if solids must be removed or if other maintenance is necessary. Septic tanks should be pumped out every five years or when the solids level is found to be more than 1/3 of the liquid depth in the septic tank compartment, whichever is greater. A pumping company can check the status periodically and determine when pumping is required. The non -discharge permit requires the permittee to retain records associated with residuals disposal for a period of 5 years. Recommendations are made as required to provide services for residuals hauling from the contractor. 3. Disinfection: Your system uses an ultra -violet (UV) light system for disinfection of the discharged wastewater. A UV disinfection system provides effective disinfection and prevents/limits harmful bacteria from discharging to the environment. Unless the UV disinfection unit is monitored by telemetry, the unit shall be checked weekly. The lamp(s) and quartz sleeve(s) shall be cleaned or replaced as needed to ensure proper disinfection of the discharged wastewater. The permittee provided a service contract with AQWA, Inc. specifying the terms of the inspection and maintenance agreement. 4. Proper Operation and Maintenance: The system shall be inspected monthly to make certain of the proper operation of the spray and drip irrigation system and that the soil is assimilating the disposed treated wastewater with no surface runoff, and that no objectionable odors are being generated. Any visible signs of a malfunctioning system shall be documented, and steps taken to correct the problem. At the time of inspection, the drip irrigation system was evaluated for operation. The field vegetative cover was in good condition, there was no evidence of ponding. The perimeter fencing was secured. The system is controlled by a SIEMENS LOGO! ® Programmable Logic Controller (PLC) controlling three independent drip zones. Please continue to periodically inspect and evaluate the wastewater spray irrigation system components are properly maintained and operating as designed. Maintain all associated operational records onsite for a period of fives as required by the subject permit.
