WASHINGTON September 17, 2024 To whom it may concern: TOWN MANAGER APRIL H, VINSON FINANCE OFFICER APRIL WILLIAMS TOWN CLERK MARY CANTEY CHIEF OF POLICE JOSH SMITH The Town of Snow Hill has recently received a Notice of Violation & Intent based on exceeding our quarterly average of Phosphorus. This NOV tracking number is NOV-2024-LV- 0742. We currently dose with Alum to bring our phosphorus levels down. These high phosphorus levels are caused by a nearby agriculture facility that does processing and pureeing of various vegetables. We have tried to bring them into compliance with 15A regulations as they are an industrial process wastewater facility, but they refuse to install a pretreatment system. Our facility is trying our hardest to battle the high phosphorus levels, as well as pumpkin seeds being discharged from this facility. We have brought this to the attention of DEQ as well as EPA on various occasions, yet they refuse to comply. Our facility can only remedy the situation by dosing alum and repairing our facility as the pumpkin seeds wreak havoc. We have taken grab samples from their facility to determine if they are the reason behind our high nutrient levels and have determined they are the only industry within Snow Hill that discharges these increased nutrients. We will continue to work on lowering our phosphorus levels as this letter is written. Please call me if there are any other course actions, we can take to alleviate these issues.
