Alphin (Riene Alphin, Owner) operates a 100% domestic wastewater treatment plant for an estimated 385 residents. The Scarlett Acres Mobile Home Park WWTP is a minor facility (flow < 1 MGD) with a design capacity wastewater flow of 0.024 MGD and a permitted wastewater discharge of 0.02 MGD. The original permit for this WWTP was issued in June 1985. This facility utilizes the following treatment components: • Bar screen and a splitter box • Flow equalization basin with influent pumps • Two 12,000-gallon package plants with aeration, clarifiers, chlorine disinfection, fixed media and post aeration. (3) to reflect current federal requirements for Electronic Reporting of Discharge Monitoring Reports. • Updated Map • Operator Certification Program Staff approved the permit draft COMPLIANCE HISTORY Scarlett Acres Mobile Home Park WWTP has not had any enforcements during this permit period. The facility has been issued five Proceed to NOVs for Fecal Coliform, Flow, and Total Suspended Solids limit violations, two Proceed to NODS for Fecal Coliform and flow limit violations, and two Proceed to NODS for flow monitoring violations since the permit was originally issued in May 2021. Most recent inspection (September 2023) showed the facility to be noncompliant. The 42 blower has been inoperable for over six months. Also two diffuser drop pipes were inoperable in the A train and one diffuser drop pipe was inoperable in the B train. Areas of Concern: The flow equalization basin contained excessive amounts of grease and debris and needs to be cleaned out. Also, there was debris spread across the ground from when the flow equalization basin had run over in the past.
