None noted in the application New expiration date: October 31, 2029 FACILITY OVERVIEW: This facility is 100% domestic wastewater, supports no industry and has no pretreatment program. The existing activated -sludge treatment system consists of: • Mechanical bar screen, grit removal, influent splitter box • Two oxidation ditches (operated as parallel treatment trains) • Two clarifiers • Two sludge recirculation and waste pumping stations • Parshall flume and flow meter • Chlorination / dechloringation • Step-down post -aeration • Aerated sludge digester • Sludge drying beds Wastewater Treatment Process (from previous documents) The Parkton WWTP is an activated sludge system using oxidation ditches for aeration and conventional clarifiers for sedimentation. Each clarifier is equipped with a sludge pumping station which can be used to recycle the activated sludge to the aeration process or waste the sludge to the aerobic digester. Effluent from the activated sludge process is disinfected in the chlorine contact basin and then dechlorinated. After disinfection, post aeration is accomplished by cascade steps to insure maintenance of minimum dissolved oxygen levels. Collection System The Town also holds Collection System permit WQCS00265. APPLICATION No modifications were noted or proposed in the current application (February 8, 2024). However, the most recent inspection notes that a new generator capable of running the whole facility was installed in early 2024. The treatment system is owned and operated by the Town of Parkton. The annual average daily flow (from the application) is indicated as 0.117 MGD over the last two years falling to 0.107 MGD at the time of the renewal application. The facility is currently operating below its permitted capacity of 0.20 MGD. Some maximum daily flows are noted as well above the 0.20 MGD permitted flow, including a max of 1.29 MGD. (see flow discussion under Review of Permit Limits). The application notes the facility average daily I/I at 16,000 GPD and indicates efforts to minimize I/I include ongoing smoke testing and clean out cap inspection. The application notes the system as having secondary treatment that is designed to achieve 90% BOD and TSS removal. The application notes contract services with Tim Lyde (ORC) for operation and maintenance. The facility notes chlorination and dechlorination for disinfection and indicates that the system has no SIU's. INSPECTION The most recent inspections occurred on May 29, 2024. Regional staff noted the new backup generator as indicated above installed in early 2024. The report noted housekeeping issues that needed to be addressed including: weeds and grass on the side slopes of the oxidation ditches, improper dumpster placement for collection of waste at the grit chamber and the effluent composite sampler storage unit was not cooling properly. In the inspection the ORC mentioned the possible replacement of weirs in the clarifiers. The regional office staff recommended stainless steel weirs. This potential replacement was not mentioned in the renewal application. The Town's Collection System (WQCS00265) was last inspected (February 16, 2023) and resulted in an NOV as certain ordinances (Sewer and FOG) and documentation was lacking for maintenance and cleaning (last records from 2011). The collection system has had a few incidents over the permit cycle including one SSO with an NOV and an NOV for construction of a sewer system without a permit. Minimum values shown may also be 1/2 reported value. The data reviewed for the renewal is from February 2020 through May 2024. REVIEW OF PERMIT LIMITS: Flow - Over the permit cycle the facility has shown average flow of around 0.12 MGD. There were seven (7) monthly average exceedances over the permit term that lead to NOV's and enforcement actions. Flow over the permit term has been highly variable which could be attributed to the I/1 volumes noted in the application. In 2020 the average flow was near 80% of the design flow and a Sewer Moratorium letter was issued in May of 2021, but flow decreased over the next few years. In 2024 through May the flow is again averaging over 80% of the design flow at 0.17 MGD. BOD I TSS- The facility had ten (10) BOD limit violations over the permit term with eight (8) of those occurring during the summer months. Average monthly BOD removal has been around 72% but no violations have been noted for the 85% requirement in BIMS. For TSS the facility didn't have any limit violations, but the treatment system has shown average monthly TSS removal of only 72%. Fecal - Data results for Fecal Coliform showed five (5) weekly average limit exceedances leading to NOV'S and enforcement actions. Dissolved Oxygen - Data for dissolved oxygen do not appear to show any potential impacts from the discharge as no values have been below 5 mg/L. Ammonia (NH3-N) - The facility had ten (10) limit violations over the permit cycle that resulted in NOVs and enforcement actions. All the violations were in the summer months. The waste load allocation spreadsheet shows numbers that are more stringent than the limits in the permit. Review of the files shows that back in 1990 this issue came up in the WLA development and the permittee was given the option of maintaining the existing NH3-N limits and conducting whole effluent toxicity tests. That is how the permit has been structured since 1990. The use of action levels or biology in place of an actual chemical numeric limit can no longer be used in our permits (see 2016 Implementation of Ammonia Criteria). This means that the summer and winter monthly average limits for NH3-N from the WLA spreadsheet should apply in the permit. The spreadsheet shows summer and winter monthly average limits of 1 and 1.8 mg/L, but for small domestic dischargers Division Town of Parkton WWTP Fact Sheet NPDES Renewal 2024 - July 12, 2024 Page 3 policy sets the numbers no lower than 2 and 4 mg/L based on Best Available Technology standards. The data from the last permit cycle shows that if these limits had been in place limit violations would have increased from ten (10) to thirty-three (33). The permit will include a two year compliance schedule for the town to meet the new limits. The new limits will be: New Ammonia (NH3-N) Limits Season Monthly Average Weekly Average m IL m IL Summer 2 6 Winter 4 12 The facility has also had toxicity issues (failed 3 of the last seven tests), so moving to the lower limits will not remove the facility's required WET testing. Total Residual Chlorine (TRCI - The permittee had three hundred seventy-eight (378) values over the permit limit of 17 µg/L but none exceeded the 50 compliance threshold. There were compliance issues associated with frequency violations for TRC reporting. Avg TRC value was 27 µg/L. Nutrients Total Nitrogen and Total Phosphorous numbers do not appear to show any potential problems. Whole Effluent Toxicity The facility has quarterly pass/fail WET monitoring. The facility has received two (2) NOVs for failure to report their WET results. The facility has also failed on three (3) of the last seven (7) testing events. There is no indication of potential causes for the toxicity or indication of efforts to determine the potential causes. Mercury The facility is required to monitor once during the permit term for mercury (Hg). The facility actually reported four (4) monitoring events for Hg. Three (3) of the sample results were at or less than 0.5 ng/L but one (1) value was at 6.1 ng/L. These numbers do not seem to indicate any potential water quality issues with Hg but given the continued minor detection, the once per term requirement will be maintained in the permit. COMPLIANCE: The Town has had twenty-three (23) enforcement cases for violations occurring during the permit term for this facility. These cases have assessed $ 20,220.75 in penalties and $ 3,107.96 in enforcement costs. Two (2) cases from 2024 have not been finalized at the time of the renewal totaling $ 2,792.26 in penalty and enforcement. Enforcement cases have been for limit violations (10) NOV's for BOD, fecal, flow, ammonia and pH and for frequency violations for flow, TN, TP, DO and temperature. The facility has also had an additional five (5) NOD's and ten (10) NOV's. The Town also received NOV's for it's collection system after the 2023 inspection for sewer and FOG ordinances not being accessible, lack of maintenance and cleaning logs and for sewer installation without a permit. FACILITY AND OUTFALL LOCATIONS The locations currently in BIMS should be verified. It appears that the facility lat/long in BIMS may actually be the outfall location. The lat/long given for the outfall seems to be between Dunns Marsh and the Facility. Looking at old staff reports and current maps the permit writer feels that the BIMS locations should be corrected as follows. The region office was contacted and verified the coordinates. January 23, 1976 - Staff Report and Draft Permit Documents - This information indicates that the Town was working to replace an existing permitted treatment facility that would discharge at the same Dunn's Marsh location. The proposed system appears to be the duel oxidation ditch/clarifier system that is in place today. The old system was not able to meet the effluent limits required to protect water quality. April 8, 1980 - Staff Report and Draft Permit - Staff report indicates the facility is operating in compliance with the permit with BOD removal of 92%, TSS of 68% and NH3-N of 91%. The staff report indicates the previous permit was issued June 15, 1976 (no copy in the files) and also indicates the facility does have I/1 problems that are being addressed through a 201 Facilities Planning Process. Draft permit effluent limits were very similar to the previous limits. The staff report notes the permittee's request to expand to a flow of 0.2 MGD and indicates that this the existing facility can meet the 0.2 MGD limits with the existing plant with no modifications. The report does note that the 0.2 limits are substantially reduced but indicates the plant should be able to meet the limits. Some issues seem to originate from the models potential limitations in the swampy waters. The Region questioned the lower limits and the facility's ability to meet the limits without modification. Eventually the 1986 WLA was approved going back to older less stringent limits with the desire to do an intensive study of the area uring the permit cycle. Monitoring instream as required for: DO, temp, fecal and conductivity. • September 18,1991- Modification Request - Parkton requested a modification to change the toxicity testing from monthly to quarterly based on their six months of testing. The Regional Office agreed with this request in an October 1991 memo. • September 2, 1994 - WLA - This document includes a summary of previous WLA documents. The WLA again notes the NH3-N limits should be 2 and 4 (for small 100% domestic) but will maintain the higher limits because they have consistently passed the tox tests. All limits are the same as from the previous permit. • December 6, 1994 - Permit Renewal - No changes from the previous permit except removal of the initial monthly toxicity testing. • December 21, 1994 - Memo from Aquatic Toxicology noting a reference discrepancy int eh recently issued permit. • March 27, 1995 - Permit Modification - Issued to correct the reference discrepancy found by AT staff. • April 9, 1998 - Letter from DWQ to permittee noting Grade 1I WPCS classification. • November 29, 1999 - Permit Renewal - This permit included an update to the treatment system description on the supplement to the cover page. The effluent limitations were mainly the same with the exception that the NH3-N weekly average limits were not included for some reason. Quarterly mercury monitoring was Town of Parkton WWTP Fact Sheet NPDES Renewal 2024 — July 12, 2024 Page 6 also added to the permit in response to mercury issues in a number of streams in the Lumber River basin and sludge monitoring condition was added. • December 1, 2000 - Letter to ORC for Show Cause Hearing due to repeated violations. • July 30, 2003 - Town was requesting funding through the Supplemental Grant Program with the Rural Water Center to upgrade their chlorine disinfection system and to replace sewer connections. The request notes that this would allow the town to connect a new industry to their system. • August 12, 2003 - DWQ letter to the Town about new testing methods for mercury. • October 8, 2003 - Special Order by Consent (SOC) request - The request as for 70,000 GPD in additional flow. • May 13, 2004 - SOC Modification - for further expansion of requested flow. • October 25, 2004 - Permit Renewal - The permit corrected the effluent table to again add the NH3-N weekly average limits (same as in the 1994 permit). Total Residual Chlorine limit of 17µg/L was added with an effective date of May 1, 2006. The permit also added conditions for Mercury Re -opener and for the development of an Engineering Alternative Analysis by May 29, 2005. • December 9, 2005 - Notification of Show Cause Hearing for backup ORC. • August 8, 2007 - Additional Information request for the Town's SOC request. This document indicates that the Town was pursuing connection to the Red Springs WWTP. • February 12, 2008 - DWQ letter to the Clean Water Trust Fund recommending funding for the Town of Parkton for needed system repairs. • December 14, 2009 - Permit Renewal - This renewal includes the addition of a 12 ng/L daily max limit for mercury and an increase in mercury monitoring frequency to monthly. The Fact Sheet and Staff Report in the permit documents indicate concerns with the facility's flow history and 1/1 issues and also note the town has received some funding to address some issues as well as indicating the town is looking at the possibility of connecting to the Red Springs system. • March 7, 2013 - Permit Correction - This permit modification responded to the town's request for a correction and changed instream temperature monitoring from daily to weekly. • December 23, 2013 - Staff Report - The report noted the town had requested an ATC to conduct some improvements including: construction of a new headworks system with spiral screen and grit removal, precast concrete flow splitter box, precast concrete chlorine contact basin, dechlorination chemical feed building, associated appurtenances. The ATC apparently also noted plans to replace a large number of sewer services and rehabilitate a pump station. The region addressed ongoing concerns with flow at the facility and mentioned recent issues with ammonia and toxicity. • January 30, 2014 Authorization to Construct (ATC) - ATC was for modifications to the existing 0.20MGD plant (no flow increase) that included: installation of a new automatic bar screen with manual bypass screen, a new grit removal system, new influent splitter box for existing oxidation ditches; new 3,290 gallon chlorine contact chamber with chlorination to operate in conjunction with existing chlorine contact chamber; new liquid calcium thiosulfate feed system with all piping, controls, etc. There is no Engineer's certification so it is unclear if any of these modification actually occurred. • December 17, 2014 - Permit Renewal - The permittee asked for a number of permit changes: removal of mercury monitoring - due to continued detection mercury monitoring was not removed but the limit was removed and frequency changed from monthly to quarterly; removal of WET requirements - due to a number of toxicity failures and issues with other potentially toxic parameters, no changes were made to WET; removal of instream DO conductivity and temperature monitoring - this item was not addressed in the permit documents but the monitoring was maintained; removal of sludge mercury monitoring - due to continued detection this monitoring was maintained. No other major changed to the permit, but parameter codes and eDMR language added. • January 8, 2020 - Permit Renewal - In response to requests from the permittee, the Division reviewed data from the permit cycle and determined that instream monitoring for DO, temperature and conductivity could be removed from the permit. The monitoring requirements for mercury were also reviewed and changed to a frequency of once per permit term but sludge monitoring requirements for mercury were maintained. Due to continued occurrences of toxicity test failures, the town's request to remove WET requirements was denied. The permit also updated language and map information. Town of Parkton WWTP Fact Sheet NPDES Renewal 2024 — July 12, 2024 Page 7 • May 4, 2021 -Sewer Line Moratorium -The town's WWTP flow for 2020 was above the 80% threshold (87.5) so the moratorium was instated based on 15A NCAC 2T .0118. An appropriate engineering evaluation was required. There is no indication in Laserfiche of any response to the moratorium. PROPOSED PERMIT CHANGES: • Updated eDMR requirements to be consistent with final EPA rule. • Added or updated regulatory citations throughout permit as needed, including changes to reflect recently updated rule citations. • Changed DO limit to daily minimum to be consistent with other permits. • Added constituent parameters for the calculation and reporting of TN and to be reported separately in eDMR. • Ammonia limits reduced to those calculated in the WLA spreadsheet (toxicity no longer acceptable in place of lower limits). First of all, I should have the draft ready to send for your review later today hopefully. One key change in the permit will be Ammonia limits. Back in 1990 it looks like the Town accepted toxicity testing in order to maintain higher Ammonia limits. But in 2016 our guidance on ammonia changed due to some EPA comments on permit limits. We can no longer give narrative standards like toxin place of an actual numeric limit. That means their ammonia number will drop significantly to 2/6 in summer and 4/12 in Winter. If these limits had been in place in the last permit cycle their violations would have increased from 10 to 33! So, they will have some work to do on this. We will give them a compliance schedule for the new limits. Even though we are implementing the lower ammonia limits, the toxicity requirements will stay in the permit because they have failed 3 of the last 7 WET tests. Also wanted to let you know that the town respond to correct their contacts list we provided to them, and one thing they indicated was that their ORC (Tim Lyde) was no longer with the Town and their backup ORC (Benton Rogers) was taking over. I'm not sure if they have sent in the proper forms for this so I'll respond to send them to the Operator Cert group on this. When I started the renewal review, I sent an email to the Town and the ORC. Mr. Lyde called me back and gave me a heads up that he wasn't going to be the ORC much longer. He didn't say why.
