ERIC BOYETTE SECRETARY Subject: Request for Scoping Comments — Intersection Improvements of Sunset Road (SR 2108) at Oakdale Road (SR 2042/SR 2025), Miranda Road (SR 2025) and Lawing Road (SR 2040); and Oakdale Road (SR 2042) at Simpson Road (SR 2041), located in the City of Charlotte, and unincorporated Mecklenburg County; STIP Project No. W-5710X; WBS 44856.1.24. Dear Ms. Toombs, Division 10 of NCDOT has begun the project development, environmental and engineering studies for the proposed improvements of two adjacent intersections located in the northwest portion of the City of Charlotte and unincorporated Mecklenburg County: Sunset Road (SR 2108) at Oakdale Road (SR 2042/SR 2025), Miranda Road (SR 2025) and Lawing Road (SR 2040), and Oakdale Road (SR 2042) at Simpson Road (SR 2041). The project is included in the 2024-2033 North Carolina State Transportation Improvement Plan (STIP) under BGANY HSIP L funded projects (W-5710X) and is scheduled for construction in 2025.The Federal Highway Administration (FHWA) is the lead federal agency for compliance with National Environmental Policy Act (NEPA) for funded projects. Based on reviews of the project study area, a Nationwide 14 permit is anticipated under Section 404 process with the United States Army Corps of Engineers (USACE). The project is also applicable under a Section 401 General Water Quality Certification (WQC) from the North Carolina Division of Water Quality (NCDEQ). A project vicinity map is attached. The coordinates of this project are approximately 35°19'21.57'N, 80°54'7.13"W. We would appreciate any information you might have that would be helpful in evaluating potential environmental impacts of the project. Please find attached two figures of the project vicinity and identified environmental features to assist in your review of the project. In accordance with Section 106 of the NHPA, we also request that you inform us of any historic properties of traditional religious or cultural importance that you are aware of that may be affected by the proposed project. Be assured that, in accordance with confidentiality and disclosure stipulations in Section 304 of the NHPA, we will maintain strict confidentiality about certain types of information regarding historic properties.
