Dear Sir/Madam:
This letter is to request an extension of the review for DWQ Project #20051225
Wake County for the access and handicapped ramp project in Fletcher Park at 1001
Glenwood Avenue. The handicapped ramp will provide access from the end of Boylan
Avenue to the existing park trail. The plan is to cross the swale with a small bridge with
associated head walls or to use the equivalent of two 36" pipes depending upon the Parks
and Recreation Department design committee decision related to cost and appearances.
The grass swale leads down from Clay Street on the south side of the park and
runs parallel to the southern boundary of the park and carries storm water flow from the
storm sewer system on St. Mary's Street. The crossing will be in the grass area east of
the existing rip rap apron from an adjacent property. The project will entail some grading
to obtain the proper slopes required for the handicapped trail access and will be 5'-0"
wide and paved in concrete. We are requesting the project review remain open until we
can obtain bids on the project to determine the affordability of a bridge with headwalls
verses a culvert crossing.
1'he decision will also be dependant upon approval and or recommendations by

3. If buffer mitigation is required, please discuss what type of mitigation is proposed (i.e.,
Donation of Property, Riparian Buffer Restoration /Enhancement, or Payment into the
Riparian Buffer Restoration Fund). Please attach all appropriate information as identified
within 15A NCAC 2B .0242 or .0244, or .0260. riparian buffer restoration with rass
vegetation which existed prior to the work project.
XI. Stormwater (required by DWQ)
Describe impervious acreage (existing and proposed) versus total acreage on the site. Discuss
Stormwater controls proposed in order to protect surface waters and wetlands downstream from
the property. If percent impervious surface exceeds 20%, please provide calculations
demonstrating total proposed impervious level.
Impervious surfaces 1.74 acres- total site 20.83 acres = 8% new work is 1612.7 sq. ft. Or .03
acres. 1.77 total impervious acres including new work 8.4% of total site.
XII. Sewage Disposal (required by DWQ)
Clearly detail the ultimate treatment methods and disposition (non-discharge or discharge) of
wastewater generated from the proposed project, or available capacity of the subject facility.
