Dear Mr. Thornburg,
Cascades Tissue Group requests recession of Permit No. WQ0009477.
For the past 21 years Cascade Tissue has operated an agriculturally based beneficial use program in
the Rockingham community for the fibers and lime by-product. The by-product is registered as a Soil
Additive with the North Carolina Department of Agriculture (NCDA).
Cascades Tissue Group will continue the beneficial use of the fibers and lime by-product, i.e.
distribution to local farms at agronomic lime rates. NCDA Soil Additive registration will be maintained.
However, the beneficial use program will not be permitted by the North Carolina Department of
Environmental Quality, if this permit recession is granted.
We understand that the Fayetteville Regional Office will be contacting us regarding this request, and
we look forward to proceeding on the recession request.
