Our records indicate that your annual fees are up to date; therefore, your coverage will be automatically renewed unless you submit a rescission request for this permit. If you no longer need this permit, a rescission form can be found on our website: https://deg.nc.gov/SW-industrial. The Stormwater Program posted the draft General Permit for public comment in mid -July. The public comment period concludes in mid -August, and the new General Permit is scheduled to become effective on October 1, 2020. Upon issuance of the final General Permit, we will send you instructions about obtaining your new Certificate of Coverage (COC). Although renewed coverage will be automatic this year, two items require your action: (1) You must review your permit contact information and notify us of any changes no later than August 31, 2020. (2) You must submit stormwater outfall information on-line no later than September 30, 2020 in preparation for electronic data monitoring report (eDMR) requirements. You can do this via a link in the Manage Information for an Existing Permit section of our website above. Ensure that Owner Affiliation and Permit Contact are accurate, and that e-mail addresses are provided. Q.sifty 919.707.9200 Submitting Outfall Information for E-Reporting The U.S. Environmental Protection Agency (EPA) finalized the National Pollutant Discharge Elimination System (NPDES) Electronic Reporting Rule in December 2015. The rule requires NPDES regulated facilities to report certain information electronically, instead of filing written paper reports. To meet this requirement, the Stormwater Program is planning for this group of permittees to begin reporting in eDMR beginning on July 1, 2021. As soon as eDMR is available for your permit, we will notify you. To prepare for eDMR, the Stormwater Program is collecting information about the discharge outfalls at your facility so that the system can flow data to EPA as the new federal rule mandates. To submit outfall information to DEQ: Go to the following website and enter the discharge outfall number, type of discharge, receiving water information, and other details no later than September 30, 2020. The website will walk you through all steps. The website is: https://deg.nc.gov/about/stormwater-program/stormwater-outfall-collection Until eDMR goes into effect, please follow this revised process for submitting paper DMRs: Download the applicable updated DMR form from the NPDES Stormwater Industrial website (go to.https://deg.nc.gov/SW-industrial and navigate to "General Permits"). Complete, sign, scan and upload the DMR within 30 days of receiving sampling results with this form: https://edocs.deg.nc.gov/Forms/SW-DMR. Mail the original, signed hard copy of the DMR to the appropriate DEMLR Regional Office (https://deg.nc.gov/contact/regional-offices). Do notsend DMRs to Central Files in Raleigh! This is a change from current practice. You should expect instructions about obtaining your renewal Certificate of Coverage (COC) on-line sometime in October. Please check the NPDES industrial stormwater section of our website and navigate to your specific General Permit for more updates as the renewal approaches.
