Aug,30 2024 Catawba River WTP 100 Coulter Street Morganton, NC 28655 To Whom It May Concern, NC-X( 0160} The City of Morganton is(re)applying for a NPDES Permit(NC006194).This Permit is active through 02/28/25.The permit is active but there is no discharge flow from the outfall(001).The outfall allows for discharge from the facility's dewatering and backwashing procedures.The outfall has not discharged flow in numerous permitting periods.The outfall was previously used to release flow from the facility's decant tanks and belt press building. The Catawba River WTP is a conventional Class A Surface Water Treatment Facility.The Catawba River is the facility's source water.The water is pumped from the river to the facility's rapid mixer where the treatment chemicals;Sodium Hypochlorite,Sodium Bicarbonate and Poly-aluminum chloride are added in the initial steps of the treatment process. From the rapid mixer via trough the water is transferred into flocculation/sedimentation basins and flows across weir walls into filtration basins.Once the water has peculated through the filter media the second dosing of treatment chemicals occur.These chemicals are Sodium Hypochlorite,Zinc orthophosphate, fluoride(HFS)and Calcium Hydroxide(lime slurry). From this stage the water is collected in clear wells which allows for contact time with the disinfectant and onsite storage.The water is then either pumped into the distribution system or used as backwash for the filters.The facility uses roughly 2%of its finished potable product to backwash filters. The facility's waste water is produced during the flocc/sed basin cleaning and/or filter backwash process. During these events the waste water is transferred into one of either two decant tanks.The flocc/sed waste is collected in a large decant tank that holds the sludge and allows dewatering to take place.The waste water is released into municipal sanitary sewer system from this tank.The sludge is then transferred to the belt press for further dewatering.Again the waste water is released into the sanitary sewer and the resulting sludge cake is transported via truck to a landfill. During the backwash process potable water is pumped from the clear wells and forced back through the filter media reversely.This waste water is transferred to a smaller decant tank that slow releases into the sanitary sewer as to not inundate the sewer system. It is the expressed interest of the City of Morganton/Catawba River Water Treatment Plant to keep NDPES Permit NC006194 active but continue to not discharge flow form the outfall.
