Box 1325 Asheville, N.C. 28802 (828)-251-1900 (828)-251-1945 September 5, 2024 Mr. Andrew Moore North Carolina Department of Environment and Natural Resources Water Quality Section 2090 U.S. Highway 70 Swannanoa, NC 28778 Re: NOV-2024-LV-0749 NPDES Permit NC0059200 Trillium Links & Village LLC Jackson County Dear Andrew, This letter is written on behalf of the Trillium Links & Village LLC to provide information as to remedial action taken to the above referenced facility. As outlined in your 8-27-24 letter, we exceeded a daily maximum for Ammonia Nitrogen on 7/2/24, 7/9/24, 7/17/24 with a 22.7 mg/L, 50 mg/L, and 21.4 mg/L respectively over the 15 mg/L limit. These exceedances resulted in the monthly average violation with a 23.54 mg/L over the 3 mg/L limit. We exceeded a daily maximum for BOD on 7/17/24, 7/25/24, 7/30/24 with a 9.1 mg/L, 9.5 mg/L, and 7.6 mg/L respectively over the 7.5 mg/L daily limit. These exceedances resulted in the monthly average violation with a 7 mg/L over the 5 mg/L limit. We also exceeded the fecal coliform daily limit of 400 CFU/100 mL with a 470 CFU/100 mL. Our operator noted the exceedences for BOD and Ammonia Nitrogen were due to a unanticipated spike in MLSS along with seasonal flow increases and warmer temperatures. We have been reduced the MLSS levels resulting in lower the Ammonia Nitrogen and BOD levels. The fecal exceedance on 7/30/24 was most likely to a faulty fuse on the UV disinfection system that has been replaced. These adjustments have improved plant performance. We suspect the membranes may have become damaged as well. We will continue to monitor the membranes and adjust as needed to comply with permit limitations.
