Dear Mr. Nivens:
On August 29,2024, a site inspection was conducted for the Martin Marietta Materials— Richmond Quarry
facility located at SR 1105, Richmond County, North Carolina. A copy of the Compliance Inspection Report
is enclosed for your review. The site visit and file review revealed that the subject facility is covered by
NPDES Stormwater General Permit NCG020000 under Certificate of Coverage NCG020580. Permit
coverage authorizes the discharge of stormwater from the facility to receiving waters designated as
Solomons Creek, class C waters in the Yadkin River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG020000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
On August 29,2024 staff from the Fayetteville Regional Office spoke to Jay Nivens on the phone about the location and
status of the Richmond Quarry. Jay stated that the mine is not active and has not been started.
The site is not subject to the conditions of the NCG020000 permit, until such industrial activity takes place. If the company
wishes to submit discharge monitoring reports, it is requested that the company state "no industrial activity has started or is
taking place at this time' on the DMRs. The facility will be subject to the conditions of the NCG020000 permit immediately
upon the start of industrial activities.
