A copy of the Compliance Inspection Report is enclosed for your review. Kevin Stephens and Tiffany Bayless were present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG050000 under Certificate of Coverage NCG050395. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Marks Creek, class C waters in the Yadkin River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG050000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to$25,000 per day for each violation. Analytical monitoring has not been conducted. It was expressed by facility personal, that they were unaware of the new 2024 permit conditions, which required analytical and qualitative monitoring beginning January 2024.During the inspection,outfall one(1)was observed and was not discharging at the time. 12+55ga1 barrels of oil and lube were observed under a metal shelter.Due to the facilities use of oil/lubricant,the analytical monitoring requirement for Non-polar oil and grease will apply at this time. One of the secondary containments were damaged and the oil dispenser was dripping oil onto the concrete floor.Trash and plastic pollutants were observed near the dumpster on the East boundary and near the loading dock. Pollutants were observed in the stormwater drains on the West side of the facility. Please address the following issues to meet compliance: 1. Ensure all necessary components are created and included into the Stormwater Pollution Prevention Plan outlined in the NCG05000 permit. 2. Ensure secondary containments are repaired/replaced or maintained to SPCC requirements. 3. Clean or remove trash/debris near the loading area, dumpster and stormwater drains. 4. Ensure analytical monitoring is conducted per the permit requirements. 5. Enroll in eDMR as soon as possible to ensure compliance with permit requirements. 6. Ensure that all spills and leaks are cleaned up immediately and reported accordingly.
