September 04, 2024 VIA: Fedex Jacob Beeker Environmental Engineer North Carolina Department of Environmental Quality 512 North Salisbury Street, Office 625Z Raleigh, NC 27604 Re: Stormwater Permit No. SW4240401 WhiteHall Village South Forsyth County Dear Jacob: Please find attached two hard copies of the revised plan sheets and this Response Letter. We did our best to address the comments from your e-mail letter dated August 30, 2024 in a complete and thorough manner. Below are the comments and the written response, which are in red. - Please provide a callout listing the height of the retaining wall at the maintenance access, so that compliance with General MDCs 8 & 9 may be verified. At the moment, it is unclear if the retaining wall will prevent access for inspection and maintenance. On Bio-cell #2 (sheet C-7) we provided Top of Wall & Bottom of Wall elevations (hilited in orange). The retaining wall in this area is of minimal height allowing easy access to the bio-cell for maintenance. - Please revise the plans to indicate that the maintenance access easements will surround the entire SCM, including all outlets. This is required per General MDC 8 & 9. Please note that we adjusted the DMUE over & around Prop. Bio-cell #2 (sheet C-7 hilited in blue) along with relocating the SCM Maintenance Access Easement (also hilited in blue) to the north end of the bio-cell and connecting to the stub street which leads to the public right-of-way of existing Esher Drive. I also include Prop. Bio-Cell #1 (sheet C-6) to show that the DMUE over & around Prop. Bio-cell (hilited in blue) surrounds the entire SCM and with the Grading & Drainage Plan (sheet C-4) showing the SCM Maintenance Access Easements (hilited in blue) connecting to existing public rights-of-way. - Please provide one hard copy and one electronic copy (two hard copies of revised plan sheets, if those are needed) of any items needed to address these comments, unless specified otherwise.
