Mr. Credle:
On August 26,2024,Danny Smith from the Raleigh Regional Office of the Division of Water Resources
conducted a Compliance Evaluation Inspection(CEI)of the Wastewater Collection System for the Town of
Smithfield. The purpose of this visit was to review the facility's compliance with the subject System-wide
Collection System Permit. During the inspection,the presence and cooperation of Walter Credle Operator in
Responsible Charge(ORC)and Aubrey Butler Backup Operator in Responsible Charge(bORC)were greatly
appreciated and very helpful to this review process.
This compliance evaluation inspection addressed the following:
• Review of the owner/facility information.
• Review of June 30,2021-July 31,2024 Sewer System Overflow compliance history.
• On-site inspection of the system records.
• On-site inspection of select pump stations,high-priority lines, and easements/ROWs.
Findings during the pre-inspection file review and the site visit were as follows:
1. Permit Renewal. The current Collection System Permit(WQCS00270)was issued effective August 3,
2022, and will expire July 31,2030.
2. Collection System Description. The collection system consists of approximately 86 miles of gravity sewer
line and 6.6 miles of force main.

Simplex pump stations: n=4
Duplex pump stations: n=21
3. Sewer System Overflows (SSO). A DWR Basinwide Management Information System(BIMS)database
review of the reported Sewer System Overflows for the Town of Smithfield from June 1,2021,through July
31,2024,revealed two(2)reported sewer system overflows. The volume reported for the two(2) SSO
events totaled 19,000 gallons.
4. Collection System Operators. The Town's collection system is classified as a CS-2. Town has designated
Walter E. Credle as the facility's ORC and Aubrey Patterson Butler as the bORC. Walter Credle has Grade
CS-4(Cert#998700)and Aubrey Patterson Butter has Grade CS-2(Cert# 1006577) operator designation.
The certification status is"Active"for each of the above listed operators.

5. Fees. The required Annual Administering and Compliance Monitoring Fee for the current billing period has
been paid. There are no overdue fees.
6. Facility Contacts Information. During the inspection,Mr. Credle updated information for Facility Contact
Person(s) and Permit Contact Persons(s). This office will forward the updated contact information to the
appropriate DWR Central Office personnel so it can be entered and updated to the facility contact database
(BIMS).
7. Annual Report [143-215.1C]. Permittees who own or operate facilities that collector treat municipal or
domestic waste are required to provide an annual report to its users/customers summarizing the performance
of the collection or treatment system. The report shall be provided no later than sixty days after the end of
the calendar or fiscal year.
The Town's FY 2022-2023 Annual Sanitary Sewer System Report was provided for review during the
inspection. This document is available to the Town's customers via the Town's website and at Town Hall.
The content of the report meets the minimum regulatory requirements.
8. Pump stations. Five(5)pump stations were visited during the inspection(Equity Drive,Venture Drive,
Wal-Mart, Stephenson Road, and Longview Pumpstations).
All five pump stations have identification signage, secured access, appeared in good condition and were free
of excess debris. The notification/call back for high wet-well levels were received for each respective lift
station. Logs are maintained for lift station visitations. The data for each pumpstation inspection is turned
in for additional review(including pump runtime assessment/reviews)and is maintained for ongoing
reference/use.
The audible and visual alarm systems for Equity Drive,Venture Drive,and Stephenson Road Pumpstations
operated properly when tested. The audible and visual alarm for Wal-Mart PS and Longview PS did not
operate when tested. [Service contractor had already been called for the Wal-Mart pumpstation prior to day
of the inspection. The Longview station alarm repair needs was encountered during this inspection and
respective efforts to schedule repairs with contractor were initiated.
Backup generators are tested monthly and are also serviced by an outside contractor.
9. Pump Station Contingences. The Town of Smithfield has a Pump Sation Contingency Plan. However,
the pump station on-site visits noted above, confirmed that a copy of the contingency plan per Part I Item 7.
of the Permit was not present/located at the pump stations.
Part I,Item 7. "The Permittee shall maintain a contingency plan for pump failure at each pump station.If
one of the pumps in a pump station containing multiple pumps fails,the process of repairing or replacing the
pump shall be initiated immediately and the new parts or pump shall be installed as soon as possible. The
permittee shall provide justification for delay in initiating the process for repair or replacement at the
Division's request. If the pump in a simplex pump station serving more than a single building or pump
stations not capable of pumping at a rate of 2.5 times the average daily flow rate with the largest pump out
of service fails, it shall be replaced immediately. [15A NCAC 02T .0305(h)(1)]"
Please make the necessary changes to ensure the Pump Station Contingency Plan as well as document
storage is available to address pump failure at each pump station.

10. Maintenance logs. A cursory review of the maintenance logs,pump run time, inspection documentation was
conducted and appeared satisfactory.
11. Operation and Maintenance Review Process. Part II of Section 2 of the System-wide Collection System
Permit states the following:
The permittee shall develop and adhere to a schedule for reviewing all inspection,maintenance, operational
and complaint logs. If the review process results in the identification of any recurring problems in the
wastewater collection system that cannot be resole d in a short time period the permittee shall establish a
plan for addressing the problems.
Please continue to ensure the maintenance and complaint logs(ete) reviews are conducted on a schedule
and used to help identify problems.
12. Sewer line cleanings,inspections, and easement maintenance. The Town of Smithfield cleans and
documents/tracks the cleanings and mowing of their sewer lines. Specifically,the Town documents this
maintenance on spreadsheets,by GIS and by development/use of color-coded maps. The Town of
Smithfield targets line segments know to exhibit uses or landscape positions that meriting higher cleaning
frequencies as well as other line reaches that reflect a need for more systematic cleaning approaches. These
efforts combined,exceeds the sewer line cleaning requisite of 10%per year.
13. Capital Improvement Plan. The Capital Improvement Plan was provided and available for review during the
inspection. This document covered 2022/2023 through 2032/2033 with an approximately$250,000 available
for I&I, $150,000 for pumpstation repair, and$75,000 for manhole repairs for each year.
14. High Priori , Lines HPLs). During the site visit the following high priority sewer lines were visited:
HPL-Lowes behind&railroad(12"): Aerial lines appeared to be strait with no evidence or signs of
deflection or bank erosion compromise concerns. Easements were accessible. Aerial line was easily
observed and was not obstructed by vegetation.
HPL-Wilson Mill Road 9 Laurel Dr. (12").
This aerial line was observed from the road should. The footprint of this aerial line segment is often flooded
from Poplar Creek. Approximately 6 weeks ago,a tree had fallen requiring the removal of branches that
were inhibiting access to this aerial line.
HPL—Elm Dr. in Swamp. (12")Aerial lines appeared to be strait with no evidence or signs of erosion, or
bank support compromise concerns. Easements were readily accessible. Aerial line was easily observed
and was not obstructed by vegetation.
One support pillar was observed to be less than vertical and needs to be corrected. Mr. Credle explained
that this sewer line segment is schedule to be replace and pipe size upgraded within the next year and half.
Please inspect this pillar and determine if repair(s) or other interim measures are necessary prior to the
schedule line replacement. Please be sure to document this information and the increased HPL
visit/inspections in your maintenance records.

15. Right-of-Way.Right-of-Ways observed during the inspection included those associated with or in near
proximately to pump stations and the abovementioned HPLs. No issues of concern were noted, and all
areas were observed to maintained.
16. Sewer Use Ordinance (SUO) and Fates Oil and Grease Program(FOG). The Town of Smithfield has in
place and in use a SUO. It was explained that the Town of Smithfield has one(1)FTE that primarily
conducts FOG program inspections.
FOG education/information is distribution twice a year(bi-annual).
17. Collection System Map. An up-to-date map of the collection system is available. The GIS map depicts pipe
size, flow direction,the approximate pipe location,pump station location and pump station name.
The overall condition of the System-wide Collection System was compliant as observed on the day of the
