Dear Mr. Snider:
In response to the Notice of Deficiency referenced above,the exceedance was caused by
a high sample that was an anomaly that occurred at the end of the month. All previous
samples during the month and the subsequent samples for the following month have been
compliant. Unfortunately, the sample taken at the end of the month caused the plant's
monthly average to be exceeded by 0.05 mg/L. We believe that this is an anomaly and is
not an ongoing or persistent issue, as referenced by subsequent compliant samples, and
that there are no other issues present.
