The Wilmington Regional Office received and accepted a State Stormwater Management Permit Renewal
Application for the subject project on March 20th,2024.A preliminary in-depth review of that information has
determined that the application is not complete,and that additional information is needed. To continue the
review,please provide the following additional information in a single,hard copy submittal package:
1. 15A NCAC 02H.1040(1)(a) and.1045(3)(a)(ii): The application was signed by Kevin Caison;however,
the provided documentation does not identify Mr. Caison as a principal executive officer,ranking official,
or other duly authorized employee of the county. In the case of a municipal,state,or other public entity,
the application must be signed by either a principal executive officer,ranking official or other duly
authorized employee.Please either:
a. Provide official documentation showing that Mr. Caison is a principal executive officer,ranking
official or other duly authorized employee and authorized to sign for the county;
b. Have one of the identified principal executive officers,ranking official or other duly authorized
employee of the county sign the application documents; or
c. The signature by other agents shall be accepted on the application only if accompanied by a letter

to reflect this correct amount so unfortunately there is not an updated form available currently.
3.There is no way to pay this fee online.We accept payment by check only.

Good morning Derek,
These renewal requests are an opportunity to remind permit holders of their responsibilities, including the need to
certify these projects. However, our primary goal is to ensure that the permits remain active. As long as a
complete renewal application package is submitted, outstanding items(such as the certification)can be
submitted at a later date.
As for the issues experienced with the pond,we have seen some SCMs converted to other types for similar
reasons-the field conditions were not as expected and the system is not functioning as designed. If the permit
holder prefers to modify the permit to a different SCM,that certainly is their choice to do so. If the SCM is
increasing in size,then it would be a major modification and the 2017 MDC will need to be met.
If you have more questions about the renewal process, I have copied Logan Inman on this email,who can assist
further.

Ms. Hall,
I am reaching out to you concerning a stormwater pond permitted for the Federal Point Fire Station here in New
Hanover County.The address is 9815 River Rd,Wilmington,NC 28412.
I have only been with the county for a few months now and the permit renewal has been brought to my attention.
The permit expires on March 19,2024. Unfortunately,the county has not applied for renewal currently.We have
the application ready and are procuring a check for the fee through the county process.
Please notice at the bottom of the request NCDEQ is also requesting an as-built designer's certification.A copy of
the original designer's certification can not be found. It has been a difficult search since this pond was built
sometime in year 2002 or 2003.To satisfy this request I visited the pond and completed a certification survey and
inspection.There are a few issues with this pond.This pond is permitted as wet pond, but it in fact is dry.I am also
told that it never has water in it despite receiving the drainage as permitted.
I have looked at this pond a couple of ways.
Assuming the pond was not dry and had a permanent pool it appears to function with respect to what would be
surface area and volume parameters. It, however, does not have a vegetative shelf,there is no secondary spillway,
and the forebay area is inadequate in size. It also does not provide attenuation assuming it were a wet pond with a
permanent pool.Thank goodness it does not have a permanent pool.
Since I surveyed the"pond"as-is, I checked to see if it can perform as what it appears to be,an infiltration basin.
When analyzed as an infiltration basin it appears to meet NCDEQ criteria. It has a groomed grass bottom,and it is
in good condition. I have attached a series of pictures for your reference.The soils on this site are HSG"A".And
the USDA soils description for this site reflect a high infiltration rate.This seems reasonable due to the fact that
the basin is dry. It also more than meets attenuation.
Please provide some guidance with this situation.
1. Can NCDEQ provide an extension for the permit renewal,or should we submit the renewal as-is without
the designer's certification?
2. Would the NCDEQ be accepting of a permit modification to redefine the SCM as an infiltration basin?
