We had thought everything was done and regret this oversight. I am enclosing the material we had which should fulfill the requirements you needed. You faxed me the material you already had and I am not sending it again unless you need it. I will make afollow-up call to you in a few days to see if you have received this material and if you will be issuing our permit. As you already notice it has taken us some time to get all the permits and money together and we are anxious to get started on this project as soon as possible. Thanks for your cooperation on this matter. My phone number is (352) 465-4876 in case you have questions. Sincerely, 1 _ , t" j , ,""~- Gail Matthews for Andrew Matthews Lake James CAM C«»m~~. The shoreline to be protected is not to be accessed via the land for this project. Only water access is permitted for all work on this project. Clearing Existing trees and vegetarian shalt remain undisturbed as much as possible. Trees and limbs which are lying in the lake within the project site and those trees and limbs that are in the process of soon being in the lake shall be temporarily relocated during the project and retumed to their original position at the project's conclusion. Those trees and limbs which are originally located in the "pier zone" shalt be returned to a project area outside the "pier zone' instead. Clearing shall include removal and off-site proper disposal of roots, stumps and brush disturbed by the project. Clearing shall also include removal and off site proper disposal of all shoreline trash discovered in the project site. The contractor shall visit the project site at least two weeks prior to mobil'~zation on site to identify and mark any living trees that need to be removed as a requirement of this project. He shall do this, and discuss all expected land disturbanr~s in the presence of one of the property owners. The arrangement of the visi# shall be made by calling Andrew Matthews at (704) 655-8437. This is a prerequisite to a County Ordinance and shall be strictly adhered to. Geotextiles (Used as a Filter) All geotextiles shall be delivered to the project site with the manufacturer's Labe( remaining intact. Fibers used in the geotextile shall consist of a long-chain synthetic polymer composed of at least 85 percent by weight of polyolefins, polyesters, or polamides. Stabilizers and/or inhibitors shall be added to the base polymer if necessary to make the filaments resistant to deterioration caused by ultraviolet light and heat exposure. Its edges shall be finished to prevent the outer fiber from pulling away from the fabric. The seams of the geotextile shah be sewn with thread of a material meeting the same chemical requirements (above) or shall be bonded by cementing or heat. Minimum physical requirement of geotextiles Property Acxeptable Values Test Method Grap Strength 90 Ibs, minimum ASTM D 4632 Seam Strength 89 Ibs, minimum ASTM D 4632 Puncture 80 Ibs, minimum ASTM D 4833 Trapezoid Tear 75 Ibs, minimum ASTM D 4533 Apparent Opening Sites U.S. #50 Sieve ASTM D 4751 Ultraviolet degradation 50% at 500 Hrs ASTM D 4355 The geotextile shall be secured to the embankment of foundation soil by pins, staples, sand bags or hand placed stones to prevent movement prior to placement of revetment materials. If used, securing pins and staples shah be removed from the immediate section as revetment materials are placed to prevent tearing of geotextiles or enlarging holes. Terminal ends of the geotextile shall be anchored with a key trench. The surface on which the geotextile will be placed shall be prepared to 'a relatively smooth surface condition and shall be free from obstruction, debris, depressions, erosion features, or vegetation. Low areas shall be filled with backfill material and compacted to ensure a stable sub-base material. Voids around trees with exposed roots shall also be badfitted with soil prior to installing Rip-Rap system. Any irregularities will be removed to insure continuous, intimate contact of the geotextile with the entire sub-surface. Erosion features (such as rills, gullies, etc.) must be graded out of the surface before geotextile placement. Any damage to the geotextile prior to or during its installation or during placement of the filter stone or Rip-Rap shall be replaced by the contractor at no additional cost. Fitter stone must be placed within seven days of the placement of the geotextile or the geotextite shall be replaced. Stone StQracte/stockpile AI( stone products shall be stored/stockpiled off the project site and delivered to the site by barge on Lake James. No stone shall be stored/stockpiled at the project site. Placement Tolerances The finished stone layer thickness and surface consistency shall not deviate from the tines and grades shown by more than the tolerances listed below. Tolerances are measured perpendicular to the indicated neatlines. Neatline Material Above Neatline Inches Below Neatlines Badcfifl 3 3 Filter Stone 3 3 Rip-Rap 6 6 The intention is that the work shall be built generally to the required elevations, slope and grade and that the outer surfaces shall be even and present a neat appearance. Filter Stone Shall be durable, quarried granite, delivered to the project site adequately free from thin, flat and elongated pieces, and shall contain no organic matter. Filter stone shall be well-graded and conform to the following requirements: U.S. Standard Sieve __ __Permissible Units (percent by weight, passin 3-1/2 inches 100 3 inches 90 2-1/2 inches 60 1-1/2 inches 20 3/4 inches 10 Placement (of Filter Stone) Filter stone shall be spread uniformly on the geotextile to the lines and grades indicated on the drawings and in such a manner as to avoid damage to the geotextile. Placement shall begin at the bottom of the slope and continue up. Subsequent loads of material shall be placed against previously placed material in such a manner as to ensure a relatively homogenous mass. Any damage to the surface of the geotextite during placement of filter stone shall be repaired before proceeding with the work. Compaction of material placed on the geotextile is not required. Ri Ra Shall be durable, quarried granite, delivered to the project site, adequately free from thin, flat and elongated pieces, and shall contain no organic matter. The Rip-Rap shall be light brown in color. The stone shall be well-graded and conform to the following requirements: Limits of stone wei hq t (Lbs1 Percent lighter by weight 200 100 210 -100 50 110 - 60 25 73 - 30 8 Placement (of Rip-Rapp Rip-Rap shall be placed in such a manner as to produce awell-graded mass of rock with the minimum practicable percentage of voids, and shall be constructed within the specified tolerances to the lines and grades shown on the drawings. Placement shall begin at the bottom of the area to be covered and continue up slope. Subsequent loads of material shall be placed against previously placed material in such a manner as ensure a relatively homogenous mass. No stone shall be dropped through air from a height greater than three feet. Erosion Control Any portion of the bank or shoreline that is disturbed by the work of this project, and is not intended to be ultimately protected by the Rip-Rap system, shall be protected from erosion by the following control measures. Install a "silt fence" (erosion control fabric fence) at the lowest point of the bank slope, below all disturbed portions of the shoreline. Posts shall be no greater than six feet apart and shall be placed on the down-slope of the fabric. The fabric shall extend a minimum of three feet up the support posts. The lower edge of the fence fabric shall be buried in a four inch by four inch trench. The trench shall extend the length of the fence and be immediately next to the posts on the up-slope side. The fence shall be installed at all newly disturbed areas prior to departure from the worksite each day. The "silt fence" shall remain in place until the vegetation is sufficiently rooted to maintain its continued life without risk, at which time the contractor sha(I remove and properly dispose of the "silt fence° materials off-site. The contractor shall use all available precautions to minimize disturbance of the lake bottom. Should lake bottom sediments begin to migrate outside the project site, the contractor shall install a floating turbidity curtain to eliminate the migration. Excavation of soils from the lakebed is not authorized. Excavation is limited to the area near the actively eroding shoreline for the explicit purpose of placing a and anchoring the rock in the substraight. Within 15 days of all ground disturbing activities, permanent native herbaceous vegetation shall be planted or seeded in all disturbed soil. The contractor has the option to choose the vegetation to plant or seed, but it must be indigenous to the Lake James shoreline, and not a nuisance or threat to humans, animals or other plants. The vegetation shall be established at a natural thickness, with the expected result to be erosion control. The contractor is responsible to provide all necessary additional topsoil, nutrients and water to ensure its continued maintenance free life on the shoreline. Unsatisfactory vegetation shall be repaired or reinstalled, and eroded areas shall be repaired. Any portion of disturbed bank of a slope greater than 2 to 1 shall also receive a surface erosion control blanket/fabric/net, installed as per its manufacturer's directions. `~~ ,:.. ,~ ,., _ ,~ , ~_.._ - . ~ r; _ , : _ :: ~< ~ '
