Subject: ONWASA - The Preserve at Tidewater Permit WQ0037781 Modification
A review of the application and supporting documents for the subject application has been initiated in accordance with
15A NCAC 02T .0107. Additional or revised information is needed for the following comments, in order for the office to
complete the initial review:
1. The most recent subject permit WQ0037781 Modification was issued March 15, 2023 to Pluris LLC, as the
permittee. The ASEA permit application received by the Division on August 5, 2024 is from ONWASA and the
permit modification narrative submitted indicates this permit and permit WQ0037696 is now held by ONWASA.
However, after reviewing Division records, a change of ownership / permittee can not be located. Please provide
a copy of the change of ownership approval from the Division for these permits or submit the Division forms
necessary to make these changes, if the permittee has not been changed to ONWASA.
2. The submitted permit application package indicates several proposed changes as part of the permit
modifications requested, including the utilization of a reduced sewer design flowrate for residential units in this
development, approved to Pluris LLC. Please submit a request for this reduced sewer flow to be transferred to
ONWASA for this development. Also, please note that the subject reduced sewer design flow can only be
applicable for residential units that are not yet tributary to the existing portions of LPSS system. Please clarify
which residential units and how many are currently connected and occupied for this development and which
ones and how many are not. Please provide revised applications , if necessary.
