Implementation Status of the Stormwater Program*
Please describe summary of implementation and compliance status.
The City of Asheville NPDES Permit was renewed on January 1,2021 and effective until December 31,2026.The City's stormwater program has
been in operation since 2005 and is currently in compliance with the program.Fiscal year four of our permit has concluded and we are working
on fiscal year 5.The Minimum Control Measures for this permit cycle are mostly fully implemented with some being partially implemented as we
still have some BMPs to implement in fiscal years 4-6.There were some BMPs scheduled for FY3 and FY4 that will be fully implemented in FY5.
These changes will be submitted in a revised Stormwater Management Plan.The City has focused on expanding the program and resources in
order to meet minimum requirements.Hiring staff to support an expanded program has been challenging.The City created a new position,
Stormwater Regulatory Manager(SRM)in 2023,to coordinate program development focused on meeting MCMs.The Stormwater Regulatory
Manager was onboarded in September 2023 and began assessing the current status of implementation of MCMs and the role of Division
Operations in each.In FY5,the SRM will be bringing online additional programmatic elements to bring the City of Asheville's compliance status
up to full implementation of MCMs.In addition,the City created a Post Construction Inspector position in FY4 that we are working to fill and will
help us fully meet our MCMs.
Are there any proposed changes/revisions to the Stormwater Program?*
Include revisions to assessment of controls and any fiscal analysis revisions.Note:Proposed changes shall be submitted as part of a revised
Stormwater Management Plan(SWMP).
The following changes were based on BMPs to report for FY3 and FY4.The following BMPs scheduled for FY3 and FY4 have been partially
implemented and will be finalized or fully implemented in FY5: 24.6.2,24.13.3,25.13.2,25.13.3,25.6.4,25.13.5,26.13.2,26.13.3,26.13.4,27.6.2,27.13.3,
27.13.4,37.13.1,37.13.2,39.13.1,39.13.2,39.13.3,41.13.2,41.13.3,41.13.4,41.13.5,42.13.2,43.13.1,43.13.2,and 48.13.1.In addition,we have had several staff
changes and have updated the"Summary of Responsible Parties"Table 8 in the management plan.These changes will be submitted in a revised
5tormwater Management Plan. Asheville has recently filled the Stormwater Services Division Manager position in July 2024 to ensure the
implementation of these BMPs,and maintains a consultant to assist with document review and preparation.Signature and submittal authority
have changed with new staff hired.Signed forms are uploaded with our Annual Report submittal and wet signed hard copies have been mailed
to Raleigh.
