The recent inspection revealed some areas which required corrective actions. I am pleased to report that all deficiencies have been corrected, and a proactive and robust plan is now in place to ensure future compliance. This electronic document is now available on CRMs ONE - DRIVE web -based app, which allows staff to make entries while in the field. The introduction of this electronic data record will significantly ease the process of retrieving and reviewing entries. enhancing our operational efficiency. #7 Post inspection, ARVs, including location, size, and type, have been added as a layer on CRM GIS map data. #8 Regrettably, the division could not meet the required 10 percent cleaning of the collection system due to staffing challenges and equipment failures, as noted in the report. However, with new hires and updated equipment. we are making significant progress. For June and July 2024. we have cleaned 43,366 linear feet (8.2 miles), representing 1.99 % of our system, and we are confident about meeting the requirement for 2024. #10(a) The Sharpsburg Lift Station: All disconnect. and transfer switches are locked to restrict access. However. this location has been designated for installing security fencing. 10 (b) The Hillsdale Lift Station Backup Generator: The generator had started and ran on exercise the day before the inspection. It was diagnosed and determined that it was a failed battery, a common issue due to the battery's age. The battery has been replaced, and the unit is back in service and ready to standby. 10 (c) The N. Church Street Lift Station: all disconnect, and transfer switches are locked to restrict access. The assistance of Nathaniel Williams Collection System Superintendent'ORC, Jason Glover - Division Operations Supervisor/Backup ORC, Blake Winstead Collections System Supervisor, Barry Griffin - Wastewater Treatment Mechanical. -'Lift Station Maintenance Supervisor, and operations staff during the inspection was very much appreciated. The following is a list of observations and findings gathered from the inspection: The permit became effective June 9, 2022, and will expire on May 31, 2030. Please remember that a completed permit renewal application will need to be submitted and received by NC Division of Water Resources within 180-days prior to the permit expiration date. The City of Rocky Mount's wastewater collection system has approximately 412 miles of gravity sewer, 24 miles of force main, 32 duplex pump stations, and one simplex pump station. The City of Rocky Mount (City) has a population of approximately 57,000 residents and a total of 24,000 service connections. The city has seven (7) satellite communities in which they receive wastewater into their system. The communities include Nashville, Red Oak, Whitakers, Sharpsburg, Edgecombe County, and Nash County, A Fats, Oil and Grease (FOG) program is implemented and in use. Educational materials are mailed out once a year and efforts also include information of the city's website and advertising (billboard at bus stop). The city has a FOG control ordinance in which 165 food service establishments are inspected on a semi-annual basis. 4. Calendar year (CY) 2023 annual wastewater performance report was available on the city website at the time of the inspection. A record of the report submittal to DWR was not available to confirm submittal. An up-to-date GIS based collection system map was reviewed and included manhole location, pipe size, pipe construction material, pipe location, flow direction, approximate age and lift station name, location, and capacity. Force main air release valves were not noted on the system map but were included with the collection system SCADA system. Include air release valves, identify their location and size/type on the GIS based collection system map. According to cleaning records provided, approximately 19.6 miles of gravity sewer lines of the system's 412 miles, or 5.0 percent was cleaned in fiscal year (FY) 2023 and 33.9 miles or 8.2 percent cleaned in FY2022. The ORC identified cleaning equipment repairs as a significant contributor to reduced system cleaning. Records presented indicate that the city is not compliant with operation and maintenance cleaning requirements. Part II (7.) of your permit requires "The Permittee shall access cleaning needs, and develop and implement a program for appropriately cleaning, whether by hydraulic or mechanical methods, the wastewater collection system. At least 10 percent of the gravity wastewater system, selected at the discretion of the ORC, shall be cleaned each year. Preventative cleaning is not required for sewer lines less than five years old unless inspection otherwise reveals the need for cleaning or cleaning is required by a sewer line extension permit. [ 15A NCAC 02T.0108(b)]" 9. According to FY23 maintenance records, 14,692 linear feet were inspected using close circuit television, 10 pump station wet well cleanings, and no smoke testing was performed. Findings from inspections are used to prioritize rehabilitation and repairs. 10. Four pump stations were visited and inspected: a) Sharpsburg Lift Station • (2) Gorman -Rupp Pumps • 450 gallon per minute (GPM) — lift station capacity • The lift station pumps were secure with a locked building. • A lift station identification sign and emergency contact phone number (911) was mounted and displayed. • At the time of the inspection, the wet well and float controls were clean and clear of excessive grease and debris. • High-level alarm (audible. --'visual) was tested and was functional during the inspection. • Mission SCADA is utilized, and alarm call was received. • A permanent generator is onsite and was tested during the inspection. Generator ran and was functional. Ensure that the generator, ATS and any exterior disconnect electrical switches are secure to restrict access. The generator and ATS were not within a fence or secured facility. Part I (9.) in your permit requires pump station sites, equipment, and components shall have restricted access. • An upstream gravity line manhole was inspected and found to be free of blockage and grease. -debris accumulation. This lift station supplies all flow to the wastewater treatment facility. • The lift station was secure with a locked perimeter fence. • A lift station identification sign and emergency contact phone number (911) was mounted and displayed. • At the time of the inspection, the wet well was clean. High level floats and access ladders had dried rags and materials from previous high-level event. • High-level alarm was tested monitored by wastewater treatment plant staff. Lift station is visited 3 times per day. • A stationary generator is onsite and two separate power feeds from the City of Rocky Mount and Edgecombe/Martin Power. The lift station employ's peak shaving and runs the generator on daily basis. 11. The spill response plan was available for review and included response procedures and contact phone numbers for emergency response. A one -hour response time goal is set to respond to emergencies. An on -call schedule is established for 24 hour a day emergency response. 12. Pump Station operations and maintenance logs were reviewed and appeared satisfactory. 13. Three high priority lines were visited during the inspection. • 24-inch ductile iron pipe aerial crossing (approximately 30-foot creek crossing) at 1258 East Raleigh Boulevard was inspected with adequate concrete piers and strapping in place and no debris accumulation in the creek. A manhole within the easement was also inspected and found to be free flowing and clear of grease and debris accumulation. • 42-inch concrete pipe aerial crossing (approximately 20-foot culvert crossing) adjacent to 1101 North Church Street was inspected with adequate concrete piers and strapping in place and no debris accumulation in the creek. • Siphon inlet that crosses under the Tar River at Stith -Talbert Park was inspected. The inlet contained (2) 15-inch siphons and (1) 24-inch siphon. Both of the 15-inch siphons were transferring flow at approximately a quarter pipe depth. No flow was discharging through the 24-inch siphon when inspected. Level monitoring is performed at the siphon inlet to monitor for high water level. The siphon inlet appeared to be lined for corrosion control. 14. Easements observed during the collection system inspection appeared to be maintained and accessible for system inspection/maintenance/emergency. The ORC indicated that there is approximately 60 miles of maintained easement with a mowing and clearing goal six months. Sewer line easement maintenance is generally 40-foot wide. The collection system receives wastewater from five municipalities located in Nash and Edgecombe counties. The collection system discharges to the Tar River Regional Wastewater Treatment Facility. This facility is permitted to treat twenty-one (21) million gallons per day of wastewater by a pure oxygen activated sludge process using the Air Products "A20 OASES" biological nutrient removal process which provides both nitrification (conversion of ammonia to nitrates) and denitrification (conversion of nitrates to gaseous nitrogen). The effluent is filtered, disinfected, and returned to the Tar River, Waste activated sludge is aerobically digested to permitted parameters and recycled through land application. II. Performance Summary for the -Reporting Period of Janua • 2023 - December 2023 The Tar River Regional Wastewater Treatment Facility treated 3.62 billion gallons of wastewater in 2023. Removal of CBODS (Carbonaceous Biochemical Oxygen Demand) contaminants was 98.42%, total suspended residue was removed at a rate of 97.46% and N113N (ammonia nitrogen) removal rate was 98.02%. (L) a. for 2023. Sanitary Sewer Overflows: The City's Water Resources Department strives for a goal of zero (0) sanitary sewer overflows (SSOs). SSOs may result from, but are not limited to, inflow and infiltration due to high water level, restricted lines from rags, roots, grease accumulations, broken pipes from corrosion and construction activities and power failures at sewer pump stations. The city is reducing the Potential for SSOs by maintaining back-up generators for pump stations, cleaning system lines and working to reduce inflow and infiltration problems. Users/Customers of the City's Collection System can help prevent SSOs by properly disposing of spent household products such as grease/oils, food scraps, and sanitary wipes into solid waste containers, rather than down the drain. There were eight (8) incidents of sanitary sewer overflows within this report period as follows: 1. 2/12/2023, Riverside Dr, @ RR Trestle 2. 2/13/2023, manhole at the dead end of Hargrove St. 3. 03/21/2023, Nicodemus Mile Rd, Rocky Mount (manhole on sewer easement behind the Cracker Barrel) 4. 04/08/2023, Riverside Dr, @ RR Trestle 5. 05/01/2023, Riverside Dr, @ RR Trestle 6. 12/17/2023, Riverside Dr, @ RR Trestle 7. 12/17/2023, Manhole at 1024 Johnson St, Rocky Mount 8. 12/27/2023, Riverside Dr, @ RR Trestle Apart from # 3, all included sanitary sewer overflows occurred following heavy sustained rain events causing inflow and infiltration into the system as documented by USGS data. Incident #3 was a result of a vandal act. Page 2 of 3 There was one (1) incident of sanitary sewer overflow at the Tar River Regional Wastewater Treatment Facility on 02/01/2023 due to very high influent wet well levels. The overflow resulted from a backup, due to the high wet well level, in drain lines from other equipment on the plant site. The overflow lasted for 15 minutes and was calculated to be 1,000 gallons. Operating protocol has been changed and does not allow for the wet well level to reach this height again. Collection System Improvements: A Supervisory Control and Data Acquisition (SCADA) system monitors all lift stations through remote monitoring. The sewer lines are inspected and cleaned daily by a full-time CCTV Crew using high pressure hydraulic cleaners and remote camera equipment. In 2023 the City completed in-house repairs for the following: • Clean out caps (missing or damaged) replaced: 46. • Manholes raised or repaired: 24. • Service laterals repaired: 75. • Damaged sewer mains repaired: 16. • Mains cleaned: 23.44 miles. • Miles of sewer main video inspected. 3.9 miles. • Sewer main relined: 4,988 linear feet.
