Subject: Courtesy Notification of Progress Energy Carolina's Planned Erwin—Milburnie
230kV Transmission Loop Line
Dear Mr. Alsmeyer and Ms. Karoly:
Progress Energy Carolinas, Inc. (PEC) will construct a new loop line into the new Garner
1-40 230 KV substation in southeastern Wake County by looping the existing Erwin —
Milburnie 230 KV Line into and out of the new substation.
There are wetlands on the proposed project right-of-way (ROW). There is one
jurisdictional stream, jurisdictional under the Neuse riparian buffer rules, which will be
spanned by the proposed line. There will be no discharges to the streams, no increase in
impervious surface, nor will there be any changes in existing surface water flow patterns
(i.e., no redirection or concentration of flow through cuts, fills, ditches, etc.).
The stream channel is jurisdictional under NCDWQ's riparian buffer rules (i.e., are
shown on USGS topo or soil survey maps), However, the "Table of Uses" in the buffer
rules specifically exempts certain overhead electric line crossings, as long as those
crossings comply with certain best management practices (BMPs). PEC's proposed line
will comply with the buffer rule exemption's BMPs, without notification to NCDWQ,
PEC would note that since this stream is considered potential habitat for the dwarf
wedgemussel, a survey for the mussel's presence was conducted. No mussels were
found, and the USF&WS authorized PEC to proceed with the project. PEC will attempt
to leave as much riparian vegetation as possible, to comply with both the riparian buffer
rules and to ensure suitable habitat for the mussel, should it re-populate this stream.

ROW clearing for this project is scheduled to begin in February 2008 and will be
completed by the end of February 2008. Construction will be completed by June 1, 2008.
