The Cogeneration facility’s basins are monitored regularly for sludge accumulation and are generally cleaned on a semi-annual basis. The non-hazardous sludge is removed and transported to Hoh Corporation, 1701 Vargrave St., Winston Salem, North Carolina for disposal by entering it into their bulk solidification program. Please note that UNC-Chapel Hill operates the process wastewater treatment facility at Cogen in a non-discharge mode (i.e., no treated process wastewater is discharged to the receiving stream). Instead, all treated process wastewater is discharged to the Orange Water and Sewer Authority (OWASA). However, UNC-Chapel Hill is seeking to renew its NPDES permit so that, in the event of an emergency, or if OWASA does not have the capacity to accept the treated process wasterwater, UNC-Chapel Hill continues to have the option to discharge treated process wastewater to the stream. There have been no occasions in the last five years when there was a discharge from the facility to the receiving stream. The original and two copies of the application for renewal are enclosed. The principal wastewater generating processes are threefold: (1) an estimated 15,000 gallons per day (gpd) of water from miscellaneous facility uses, (2) an estimated 12,000 gpd of stormwater run-off from the coal pile, and (3) and estimated 28,600 gpd of stormwater run-off from the fuel oil containment area and general process area. Collectively, these flows represent approximately 55,600 gpd of low strength wastewater treated by the on-site system. All sanitary wastewater is discharged directly to the local publically-owned treatment works, the Orange Water and Sewer Authority (OWASA). In normal operation, the Cogeneration Facility produces steam and electric energy that is 100% used on the UNC campus. The facility is not covered in the Steam and Electric Power category' under 40 CFR Part 423. Coal and natural gas are used as the energy' source for combustion with No. 2 Fuel Oil used as a back-up energy source. A process flow diagram is attached. Permit applications have been filed to allow' the combustion of torrified wood, wood chips, or pelletized woody biomass if these materials become available as alternative fuels.
