An oil/water separator, equalization basin, caustic rapid mix tank, polymer feed system, two settling tanks, acid rapid mix tank, Parshall flume (Outfall 001) and a stormwater detention pond on the west side of the site (Outfall 002), and a stormwater detention pond on the east side of the site (Outfall 003) UNO operates the process wastewater treatment facility as a non-dischage facility with the option to discharge to the stream in an emergency situation if OWASA (local POTW) is unable to accept the wastewater flow. UNC may discharge once through cooling water (incoming potable water source) from a closed loop cooling system for a short period of time, usually less than 24 hours, if necessary during emergencies. The facility is not covered in the Steam and Electric Power category under 40 CFR Part 423. Coal and natural gas are used as the energy source for combustion with No. 2 Fuel Oil used as a back-up energy source. A closed loop cooling system is in place so that the boilers may be operated during emergencies with once through non-contact cooling water to maintain steam to the campus buildings, including the UNC Hospitals and to cool emergency generators. The new tower will be constructed parallel to the current tower and, once in operation, the old tower will be taken out of service. Mr. Aucoin estimated that the new cooling tower will require an additional 35 GPM of flow that will be sent to OWASA. Parshall flume, and 2 stormwater detention ponds. The permit, NC0025305. expires in July 2006 and the renewal application has already been submitted to the State. The facility, however, has not discharged under its permit since April 2001. as UNC has been diverting its water to ASA. Mr. Aucoin stated that he would like to keep the permit active as a safety precaution. The current plan has a back-up closed loop system where, in the case that OWASA cannot accept flow, water will be discharged under NPDES mandated guidelines. A diagram detailing the processes was included with the permit renewal. This is in violation of Part II, condition D(2) of the NPDES permit, as well as 15 A NCAC 2B .506(a), which requires the submittal of Discharge Monitoring Reports no later than the twenty-eighth (28111) day following the reporting period. Failure to submit reports as required will subject the violator to the assessment of a civil penalty of up to $25,000 per violation. You will be considered noncompliant with the self-monitoring requirements of your NPDES permit until the report has been submitted. To prevent further action, please submit said report to Vanessa Manuel at the letterhead address within fifteen (15) days of receipt of this notice. Additionally, this letter provides notice that this office will recommend the assessment of civil penalties if future reports are not received within the required time frame during the next twelve (12) reporting months. The Division must take these steps because timely submittal of discharge monitoring reports is essential to the efficient operation of our water quality programs.
