Dear Ashleigh Morgan:
On August 22, 2024, Michael Schley and Andrew DeCristofaro of Charlotte-Mecklenburg Storm Water
Services (CMSWS) conducted an inspection of the above referenced facility under authority granted by
Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was
observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance;
however, the following observations were made:
1. Charlotte Storm Water Pollution Control Ordinance Review
• Outdoor Material Storage-Scrap metal parts and equipment were observed to be stored
uncovered outdoors. CMSWS recommends keeping outdoor scrap metal parts and
equipment covered to help protect water quality.
• Loading Area-Plastic pellets and flakes were observed on the ground at the loading bay
truck ramp. CMSWS recommends implementing additional containment methods and
good housekeeping practices at the truck loading bay doors to help protect water quality.
• Pretreatment-Staining was observed on the ground leading from the wastewater
treatment system. CMSWS recommends assessing the containment measures for the
wastewater treatment system and cleaning spills and leaks promptly and properly to help
protect water quality.
• Indoor Storage/Processing-Plastic pellets, granola, flakes, and dust were observed on the
ground in the indoor storage and processing areas. CMSWS recommends implementing
additional good housekeeping procedures to help protect water quality.
• Waste Storage-Staining was observed on the ground near the used oil AST, outside of the
containment berm. CMSWS recommends cleaningspills and leaks promptly and properly
to help protect water quality.
The facility currently has a No Exposure NPDES permit(NCGNE0629). Based on the nature of
outdoor industrial operations, CMSWS recommends that the facility contact the NCDEQ Division of
Energy, Mineral, and Land Resources to determine if a General or Individual National Pollutant
Discharge Elimination System(NPDES)industrial stormwater permit is required.

SUMMARY
Facility Description:The Arjobex America, Inc facility is located at 10901 Westlake Drive in Charlotte on 7.65 acres.The
facility produces plastic paper film products.
File Review/History: Charlotte Mecklenburg Storm Water Services (CMSWS)has not previously inspected this facility.
Inspection Summary: From the inspection, Arjobex America, Inc.was observed to be in compliance with the City of
Charlotte Stormwater Pollution Control Ordinance. Please refer to the report for comments and recommendations.
Site Inspection Deficiency Comments
Stormwater system (catch basins, Satisfactory Stormwater flows through the site via sheet flow to a series of
inlets, outfalls, etc.) drainage ditches which discharge through one outfall. No
stormwater pollution issues were observed.
Erosion issues Satisfactory No stormwater erosion issues were observed onsite during
the inspection.
Structural stormwater control N/A

Illicit discharges/connections Satisfactory No illicit discharges/connections were observed onsite during
the inspection.
Aboveground storage tank(s)(ASTs) Satisfactory One 5,287-gal AST and one 8,791-gal AST of latex products
and any associated venting and/or were observed indoors within secondary containment. Several
dispenser(s)—list tank size(s)and 275-gal totes, 330-gal totes and 55-gal drums containing
contents latex products, coatings, plastic additives, and wastewater
treatment products were observed to be stored indoors. Floor
drains in the indoor storage areas act as secondary
containment for the totes and drums. No stormwater pollution
issues were observed.

Outdoor material storage area(s) Recommendation Six silos for recycled plastic material storage were observed
to be kept sealed outdoors. Seven 5-gallon containers of
wastewater treatment chemicals were observed to be kept on
a spill pallet in a covered area outdoors. Scrap metal parts
and equipment were observed to be stored uncovered
outdoors. CMSWS recommends keeping outdoor scrap
metal parts and equipment covered to help protect water
quality.

Outdoor processing area(s) Satisfactory Two bag-houses connected to 55-gal drums for recycled
plastic materials were observed to be kept uncovered
outdoors. Reference the'Permit'section of this report for
recommendations.
Loading/unloading area(s) Recommendation Per facility staff, plastic raw materials are unloaded from
railcars and pumped into the facility for processing. Plastic
pellets and flakes were observed on the ground at the loading
bay truck ramp. CMSWS recommends implementing
additional containment methods and good housekeeping
practices at the truck loading bay doors to help protect water
quality.
Vehicle/equipment area(s)-fueling, Satisfactory Per facility staff, no vehicle/equipment fueling or washing is
maintenance,washing, storage, etc. conducted at the facility. Equipment maintenance is
conducted in a designated maintenance room. Equipment
was observed to be stored in indoor and outdoor areas.
Reference the'Outdoor Material Storage'section of this report
for recommendations.
Oil/water separator and/or Recommendation The facility has a Wastewater Pretreatment Permit with
pretreatment Charlotte Water. Two approximately 30,000-gal ASTs
associated with the onsite wastewater treatment system
were observed to be kept outdoors. Staining was observed on
the ground leading from the wastewater treatment system.
CMSWS recommends assessing the containment measures
for the wastewater treatment system and cleaning spills and
leaks promptly and properly to help protect water quality.
Waste storage/disposal area(s)- Recommendation One general waste compactor was observed to be kept
open tops,waste containers, scrap sealed outdoors. Five open top waste containers were
metal bins, etc. observed to be kept uncovered outdoors. CMSWS
recommends covering all outdoor waste containers to help
protect water quality. One—100-gal used oil AST was
observed outdoors within a containment berm. Staining was
observed on the ground near the used oil AST, outside of the
containment berm. CMSWS recommends cleaning spills and
leaks promptly and properly to help protect water quality.

Indoor material storage area(s) Satisfactory Scraps of plastic awaiting recycling along with plastic pellets,
granola, and flakes were observed to be stored indoors.
Finished rolls and sheets of plastic film paper were observed
to be stored indoors.Assorted supplies and equipment for
plastic paper film production were observed to be stored
indoors. Reference the'Indoor Processing'and 'Loading/unloa
ding'sections of this report for recommendations.
Indoor processing area(s) Recommendation Scraps of plastic were observed to be recycled into plastic
pellets,granola, and flakes indoors. Sheets of plastic film
paper were observed to be processed indoors. Plastic pellets,
granola,flakes, and dust were observed on the ground in the
indoor storage and processing areas. Per facility staff, plastic
waste in the processing and storage areas are cleaned daily.
CMSWS recommends implementing additional good
housekeeping procedures to help protect water quality.
