HomeMy WebLinkAboutLawyer PresentationFY23/24 Annual Report on WSWP, USMP, and NPDES MS4 Programs 2 •Water Supply Watershed Protection (WSWP) Program •Adopted in 1992, revised and approved in 1995, revised and approved again in 2019 •Requires all local governments having land-use jurisdiction within a water supply watershed to adopt and implement water supply watershed protection programs •Currently 229 watersheds classified as WSW and 295 local government programs •Local government programs must have an ordinance that at least meets the state’s minimum requirements and maintain a watershed map •State WSWP Coordinator (currently vacant) conducts audits of local government programs, reviews and approves watershed boundary change requests and provides technical assistance 3 Universal Stormwater Management Program (USMP) The USMP is an alternative program allowing local governments to adopt and administer a single set of post-construction stormwater requirements satisfying the requirements for a variety of different stormwater programs No new USMP adoptions during this reporting period Current local governments administering USMP ordinance Kure Beach Emerald Isle Archdale Butner Monroe Trinity (in process of revising ordinances such that no longer implementing USMP when revisions are complete, approved and implemented) Camp Lejeune 4 NPDES MS4 Program The MS4 Program is part of the Federal Clean Water Act that has been delegated to NCDEQ for implementation Components include permitting, compliance & enforcement (audits) and providing technical assistance to local governments Requires permitted municipalities to implement a stormwater management program composed of Public Education and Outreach, Public Participation and Involvement, Construction Site Runoff Control, Post-Construction Stormwater Management, Elimination of Illicit Discharges, and Pollution Control and Good Housekeeping Currently 121 MS4 permittees including 6 large/Phase I municipalities, 105 small/Phase II municipalities, 4 military bases, and 6 non-traditional MS4s (NCDOT, NCSU, UNC, etc.) During this reporting period 25 permits were renewed and 7 permittees audited Of the 7 audits: 1 issued a Notice of Compliance, 2 issued a Notice of Deficiency, and 4 issued a Notice of Violation 5 Report compiled by Paul Clark, former WSWP Coordinator, and Isaiah Reed, MS4 Coordinator Report reviewed and approved by Mike Lawyer and Toby Vinson 6 Questions?
