Dear Kristy King Hylton:
The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP)
renewals submitted by the City of Bulington for the following Significant Industrial Users (SIU). The Division was
made aware during the Pretreatment Compliance Audit of the City of Burlington on 7/17/24 that the following SIUs
were missing review letters from the Division after being submitted in 2022.

The review indicates that the IUPs are adequate and meet the minimum requirements of 15A NCAC 2H .0916 and
40 CFR 403.8 (f)(1)(iii). The allocation table, maintained in the Division’s database, has been updated accordingly.
Within 180 days of the effective date of any reissued or modified NPDES permit the permittee would be required
to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or
documentation of why one is not needed). This action may include revising, updating, or addin g to the list of
Significant Industrial Users (SIUs). Pursuant to 15A NCAC 2H .0907(b) either the Division or the permittee may
initiate pretreatment program revisions.
Federal and State pretreatment regulations require the local delegated pretreatment pro gram to effectively control
and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the
POTW’s responsibility to ensure that these objectives are consistently met.
